SIMMONS <br />CITY ADMINISTRATOR <br /> <br />DATE: <br /> <br />February 3, 1998 <br /> <br />SUBJECT: <br /> <br />Approval of Professional Services Agreement for Flow Measuring Devices along Coal Creek and Rock Creek <br /> <br />ORIGINATING DEPARTMENT: <br /> <br />Public Works <br /> <br />SUMMARY: As a condition of Louisville's Marshall Lake water rights transfer Case No. 92CW079, the City <br />is required to install flow measuring devices at the confluence of the Community Ditch and Coal Creek and the <br />Community Ditch and Rock Creek. The Public Works Department solicited proposals for the design of flow <br />measuring structures. One proposal was received which was determined to be unsatisfactory. As a result of <br />ongoing discussions with State water administration officials, a less expensive alternative was conceptualized. <br />The less expensive alternative minimizes the amount of construction needed and involves detailed calculations <br />and flow measurement to rate existing structures and to determine current flow capacities. This alternative <br />results in slightly higher engineering costs, but overall lower project costs. <br /> <br />The Public Works Department retained Rocky Mountain Consultants, Inc. (RMC) to help prepare a brief <br />proposal to the State water administration officials for the less expensive alternative. Louisville has received <br />the State's approval to proceed with the proposed alternative. Attached is a proposed agreement and scope of <br />services submitted by RMC to design the proposed flow measuring devices and to provide some construction <br />oversight for $13,700. Construction ofthe flow measuring devices is expected to be completed for less than <br />$15,000. Included in this year's capital improvement program is $42,000 for the design and construction of <br />these flow measuring devices. <br /> <br />RECOMMENDATION: Approval of the Agreement by and between the City of Louisville and Rocky <br />Mountain Consultants, Inc. for Professional Design Services for the Coal Creek and Rock Creek Flow <br />Measuring Devices for a cost not to exceed $13,700, and authorize the Mayor to sign the agreement on behalf <br />of the City. <br /> <br /> <br />SUBJECT <br /> <br />AGENDA ITEM <br /> <br />Approval of Professional Services Agreement for <br />Flow Measuring Devices along Coal Creek and Rock Creek <br /> <br />3D <br />
