City Council
Meeting Minutes
October 6,2009

Jim Purfurst, 1611 Garfield, #'13, Louisville, CO also supported the Senior Meal
Program five days per week, He stated for many seniors this is the only meal
they will receive all day and the only time they have contact with other people,

Shelly Angell, 288 Lois Drive, Louisville, CO, Executive Director of the Louisville
Chamber of Commerce opposed the elimination of the $5,000 BRaD grant to the
Chamber. She stressed the importance of the funding, which assist with the
"Lunch and Learn Program"; the Business Directory; the "Taste of Louisville" and
the Business Showcase. She asked that half, if not all, be reinstated.

COUNCIL COMMENTS

Councilor Muckle supported maintaining the five-day Senior Meal Program. He
asked what amount would be taken out of the Historic Preservation Fund to
maintain the current hours for the Museum Coordinator's position. City Manager
Fleming estimated the 9 hours cut from the Museum Coordinators position could
be made up by the Historic Pn3servation Fund.

Councilor Muckle asked for an explanation of accounting for the Historic
Preservation Fund. Finance Director Watson explained all the money in the
Historic Preservation Fund is appropriated to be spent. The Historic Preservation
Commission developed a bud!~et, which appropriates the entire amount of the
fund from the revenue source.

Councilor Yarnell supported keeping the five-day Senior Meal Program and the
City events and agreed the meal program identifies Louisville.

Mayor Pro Tem Marsella asked if special events will only be cut $19,000. She
noted the budget documents reflect events being reduced $3,900. Finance
Director Watson reported the total budget request for events is $82,000, but the
current budget reflects $66,000. City Manager Fleming suggested further
discussions at the next meeting on specific events.

Mayor Pro Tem Marsella asked if there are two police officer's vacancies or just
one. City Manager Fleming confirmed two police officer vacancies and
recommended filling one of thE~ positions as two vacancies would compromise
the ability of the police department.

Mayor Sisk suggested taking $12,000 out of the legislative budget to continue the
Senior Meal Program five days per week rather than taking out of the civic
events. He addressed the Chamber of Commerce's request for $5,000, and
suggested partnering with the County for a funding source. He expressed his
dismay with Xcel Energy's street light increase.
