plus whatever additional costs there are for the City in planning and design. He also did not want to
see small piece of wild lands like this "citified."
Bill Simmons, City Administrator, explained that this is a project to improve Drainageway D. The
drainageway begins in the Enclave, works its way down to the south side of the Recreation Center,
and then there is a terminus at the Golf Course at Coal Creek. It is a manmade drainage. The
drainageway will be widened and riprap will be placed along its banks. A lot of the willow vegetation
will be removed to clear the way for that improvement. The area will be regraded, reseeded, and
vegetation will be added back, including trees. Some trees will be saved on the site. The funds for
the project came from an account that was established by subdivisions along the drainageway. This
is also the extension of the trickle channel that is along Heritage Park. A public meeting was held
August 12, 1996, which was attended by neighbors. The City had received a permit from the Army
Corps of Engineers for this work under the 404 process.
OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF AGENDA
NONE
CITY ATTORNEY'S REPORT
NONE
CITY ADMINISTRATOR'S REPORT
Bill Simmons, City Administrator, reminded Council that this Friday will be the Northern Colorado
Water Conservancy District inclusion hearing. He reported that last week Louisville, jointly with
Boulder County, acquired 46 acres of open space north of Hillsborough North Subdivision, west of
the Burlington Northern Railroad, and south of Baseline, known as the Callahan property.
Louisville's financial commitment was $200,000 and the County contributed a like amount. In
conjunction with that, there are three lots on the northwest corner of the property that will remain
in private ownership, not to be into the City of Louisville. The contract also stated that the
City will provide water service to that. This arrangement requires an amendment to the
Intergovernmental Agreement and the hearing will be the February 18 meeting. He informed Council
that next week's Work Session will be devoted mostly to Parks Recreation issues.
COUNCIL COMMENTS AND COMMITTEE REPORTS
Levihn reported that for about 30 minutes he had observed the speed bump the other day and the
speed monitor was nearby. He discovered that a block after people had gone over the speed bump
they were speeding.
Sisk wanted a follow up on the CTC sidewalk issue.
7
