To the extent that there are several areas within the <br />Gateway Design Guidelines where the City may have reserved some ability to supplement the <br />Gateway Design Guidelines, there certainly is the potential for disagreement about what the <br />City can and cannot do under those reservations. <br />This letter is delivered in the hope that the issues set forth in the March 31, 1997 <br />memorandum are dealt with in a satisfactory manner so that we can go forward with the City <br />and other property owners on a common basis. However, if that does not occur, we are <br />prepared to assert our legal right to proceed under the Gateway Design Guidelines.
