19 City of Louisville <br />Office of the Mayor <br />March 12, 1997 <br />Honorable Ted Asti, Mayor <br />Board of Trustees <br />Town of Superior, Colorado <br />101 Park Place <br />Superior, CO 80027 <br />Re: Biella Menkick Property located West of U.S. 36 and East of <br />McCaslin Boulevard <br />Dear Mayor Asti and Trustees: <br />Richard Biella and George Menkick have been pursuing the <br />development of properties located within the boundaries of the City <br />of Louisville, west of U.S. 36 and east of McCaslin Boulevard. <br />Their properties are zoned Commercial Business C -B, which permits <br />a range of retail sales and services. Louisville is interested in <br />the development of the properties, consistent with City zoning, <br />planning, subdivision, design and other City land use requirements. <br />Access to the properties from McCaslin Boulevard is necessary for <br />appropriate development of the properties. As you know, access <br />from McCaslin is administered by Superior and, to date, no access <br />consistent with the zoning of the properties has been approved or <br />supported by Superior. The Louisville City Council understands <br />that development of the Biella MenkTick properties may place <br />certain burdens on Superior. Based on these understandings, the <br />City Council has authorized this letter and proposal. <br />The Louisville City Council proposes that an intergovernmental <br />agreement, to be effective for a period of twenty years, be entered <br />into between Louisville and Superior to include the following: <br />1.
