SIMMONS <br />CITY ADMINISTRATOR <br />COUNCIL COMMUNICATION <br />DATE: May 20, 1997 <br />SUBJECT: AWARD BID PAGE 2 CONTINUED <br />ORIGINATING DEPARTMENT: Public Works <br />SUMMARY: <br />Alternate 2, open channel construction, wetlands construction and regrading was to be accomplished on the <br />Lastoka Open Space. The Public Works Department requested a limited impact grading permit from Boulder <br />County. On Wednesday, May 14, 1997 Boulder County Open Space notified the Public Works Department that <br />there were issues and concerns regarding the proposal to regrade the open space, establish a wetlands area, and <br />regrade a channel way. Therefore, the Public Works Department has determined that a contingency is available <br />and the project can be constructed starting immediately east of Highway 42 and staying on City owned park and <br />open space land. This means that the proposed work on Boulder County open space would be postponed or <br />deleted. The improvements deleted will not effect the reduction in the flood plain west of the railroad tracks. <br />At this point Public Works is still waiting fmal approval of easements from Boulder Valley School District <br />(BVSD) to cross the Louisville Middle School property and a railroad crossing permit for boring under the <br />BNRR. Discussion with both entities have indicated approvals are in process and should be provided within two <br />weeks. <br />The Public Works Department is recommending that the project be awarded in a combination of the Base Bid <br />plus alternate 1 and 3. This will provide for the necessary storm sewer capacity from east of Highway 42 to <br />Enrieto Park. Award of Alternate 1 would be contingent upon obtaining the necessary easements from BVSD. <br />The Public Works Department is also recommending that bid award be contingent upon the low bidder entering <br />into contract Change Order No. 1 reflecting all work around the school being completed prior to school opening <br />and identify any additional cost associated with possible delays on the railroad crossing agreement. Total <br />construction cost including the Base Bid, Alternate 1 and 3 and Change Order No. 1 will be approximately <br />$635,262. Total project expense will be approximately $740,000. <br />RECOMMENDATION: Approval of Drainageway A Base Bid plus Alternate 3 bid award to Midtown <br />Material Storage Company, Inc. per their unit price bid of $318,472.40, Approval of bid award for Alternate <br />1 contingent upon obtaining necessary easements from BVSD in the amount of $306,789.87, authorization to <br />enter into Change Order No. 1 identifying completion of work in the vicinity of Louisville Middle School prior <br />to school opening in August and adjusting the contract prices to reflect any additional effort needed to rephase <br />the project. <br />ILIZ SUBJECT AGENDA ITEM <br />AWARD BID PAGE 2 CONTINUED <br />
