Planning Commission
Meeting Minutes
AUGUST 13, 2009

Pritchard and Tengler stated they do support posting the property. They would
support a 100’ mailing notification.
Members of the Public:
Michelle Pelanne, 741 Wildrose Way, stated Boulder and Fort Collins have had
no complaints regarding beekeeping. Boulder has no beekeeping laws and Fort
Collins has an ordinance similar to the Windsor ordinance. She continued with a
discussion of the following sections: 6.24.040 and 6.24.120.
Joe Alper, 741 Wildrose Way, discussed three concerns: the concerns of others
regarding bee stings, the 500’ notice requirement is extreme and the licensing
fee is too high.
Claire Beck-Alper, 741 Wildrose Way, stated her agreement with the concerns
addressed by her parents.
Staff and Applicant Summary and Recommendation:
McCartney discussed a similar permitting process could be developed for
beekeeping that was developed for the Shed Location Permit when a shed is
less than 120 SF in area.
Public Hearing Closed Commission Comments:
Russell stated he sees no need for a notification and he would suggest Staff
determine the appropriate registration process and fee.
Lipton stated his concern of those yards that are not fenced and the need to
educate neighbors, especially those with young children, of the presence of
bees.
Russell stated a responsible beekeeper will do the education of their neighbors
and a simple posting of the property should be sufficient.
Hartman stated the notification would serve as a means of education. She
suggested the registration fee either be reduced or dropped.
Loo stated her support of posting the property and suggested staff develop the
details of how to post.
Pritchard stated the license fee of $50.00 is too much and notification could be
done with a signage and a mailing to 2-3 properties on all sides of the
beekeepers property.
Tengler stated the fee should be reduced. He also supports some type of
notification of neighbors.
Roll Call Vote:
Lipton moved and Russell seconded a motion to approve Resolution No. 8,
Series 2009 with the following changes to the ordinance: eliminate the
requirement for the mailing notification and replace with posting the property for
30-days; and reduce the licensing fee from $50.00 to $10.00.
