the Design Handbook which addresses historic buildings. The focus of that <br />discussion has been whether the goals in the Handbook are mandatory or <br />voluntary. There clearly are specific examples where prescribed standards are <br />mandatory such as building height, and roof finish. However, in many cases the <br />regulatory language intentionally lacks the type of specificity required to clarify <br />mandatory application of a standard. <br />Old Town Design Standards <br />Adopted in 1995, the Old Town Design Standards set forth design standards <br />which are applicable to the Old Town District, which is generally defined as the <br />older residential neighborhoods which surround the downtown business district. <br />The Old Town standards, based upon lot area and lot frontage, establish a series <br />of design requirements related to building massing, height, and location. <br />The Old Town Design Standards were amended in 2007 to incorporate square <br />footage incentives to preserve street facing facades or for obtaining a landmark <br />designation of the property. <br />Most recent projects involving Downtown Design Standards or Old Town Overlay <br />District standards: <br />Downtown <br />Re- development of the State Mercantile (801 Main) <br />o Second and third floor interior remodel <br />Construction of the new library <br />o On surface parking lot <br />Re- construction of the old library (950 Spruce) <br />924 940 Main Street (Chili Hut to Joe's Market) <br />o variance for: height in transition zone, front setback, parking <br />916 Main Street (CADCO) <br />Renovation of Druid Arm's for Waterloo <br />o PUD amendment for reader board <br />Renovation of Pasquali's to Empire <br />o SRU for neon sign <br />Huckleberry's <br />o expansion of kitchen into rear of property. <br />Old Town Variances: <br />2004 <br />1440 Front Street Lot split (approved) <br />1200 Jefferson Avenue front yard setback and maximum lot coverage <br />(approved) <br />713 Grant Avenue building coverage (approved) <br />2005 <br />933 and 945 Lincoln Avenue lot size and lot width (approved) <br />540 Jefferson Avenue lot size and lot width (approved) <br />G: \Planning Commission \2009 \HPC_PC_worksession agenda \Joint Meeting with HPC \Memo_PC HPC Joint <br />Worksession 090209.doc <br />
