Boulder <br />County is a <br />special place. <br />Making transpor- <br />tation improve- <br />ments that con- <br />sider Boulder <br />County's rural <br />character —and <br />the character of the communities within <br />14.,,,14€, co, <br />CompeclIcnoiwe <br />PlArt <br />Efficient Management and Maintenance <br />Why? Boulder County has high stan- <br />dards for its transportation facilities, <br />which includes keeping transportation <br />networks in a safe and usable condition. <br />Maintenance can be thought of as "taking <br />good care" of the existing system. Man- <br />agement means using existing infrastruc- <br />ture to its potential, before investing in <br />new infrastructure. Approaching mainte- <br />nance and management in this manner <br />allows for more effective and efficient <br />uses of limited resources. <br />Funding <br />1 Why? Due to many transportation <br />1 needs demanding more than available <br />1 funds, Boulder County is constantly <br />pursuing different funding sources and <br />determining how to allocate the funding <br />it has. <br />How? Several principles guide project <br />funding, including safety, meeting the <br />needs that bring the largest benefit to the <br />largest amount of people and <br />k <br />BCCP TRANSPORTATION ELEMENT <br />the county— ensures <br />that the county <br />continues to be a <br />place of beauty. <br />Making transportation <br />improvements that <br />minimize their impact on the natural <br />environment while ensuring safety is also <br />important. <br />How? Boulder County is proposing that <br />The Comprehen- <br />sive Plan is a <br />document with a <br />vision for the <br />future. <br />"Our long term vision is to develop <br />a highly sustainable, efficient <br />transportation infrastructure that <br />continues to contribute to our <br />distinct way of life in Boulder <br />County" <br />-The County Commissioners <br />Transportation systems demand a <br />lot of funding from many sources. <br />effectiveness in developing a multimodal <br />system. To have the resources necessary <br />to achieve its transportation goals, <br />BOULDER COUNTY TRANSPORTATION <br />decisions about transportation improve- <br />ments— whether to make them and what <br />they should look like —must consider the <br />"context" of the area in which the <br />improvements would be located. This <br />means examining the historic and cultural <br />character of an area, as well as its natural <br />surroundings. Community involvement <br />functions as an important component in <br />making these decisions. <br />How? Boulder County is proposing that <br />operational improvements be considered <br />before construction solutions. Mainte- <br />nance will be directed to transit, road, and <br />bicycle facilities for areas of highest use. <br />Facilities can be used to their highest po- <br />tential year round (from snow plowing in <br />the winter to vegetation trimming in the <br />summer). Finally, whenever cost effective, <br />Boulder County will utilize equipment that <br />reduces petroleum use, GHG emissions, <br />and maximizes use of recycled materials. <br />Boulder <br />funding <br />County is exploring different <br />sources, including special <br />assessments, user fees, and requirements <br />for off -site improvements.
