Suggested Amendment to the Framework Plan <br />Chapter 5 of the Framework Plan includes a synopsis of the traffic study that was <br />completed in 1998 (Attachment 2). Staff will complete an update to this study <br />including the findings of the 2009 parking study. The update will be included as <br />an addendum to the Framework Plan. <br />POLICY RECOMMENDATION #2 <br />Reduce the parking requirement to 1 space per 500 square feet of development <br />for all uses except for residential. Adopt existing Mixed Use Development <br />Design Standards and Guidelines (MUDDSG) residential parking requirements. <br />Rationale <br />The current parking requirement of 1 space per 400 square feet (2.5/1,000) of <br />development is greater than the demand for parking created by development <br />downtown. The maximum demand for parking downtown observed during the <br />parking study was 1 space per 532 square feet (1.9/1,000) of development. <br />If every future development provided off street surface parking at the currently <br />required ratio (1:400), there would likely be an excess of parking in the downtown <br />area. Excess parking unnecessarily takes up valuable downtown land, and can <br />disrupt the unique pedestrian oriented character of Downtown Louisville. <br />Currently, there is not a separate residential parking requirement for the <br />downtown area. Residential development downtown is subject to the same <br />parking requirement of commercial development (1 space per 400 square feet). <br />Specific parking requirements based on the number of bedrooms provided more <br />accurately reflect the actual demand for additional parking that residential uses <br />create. <br />LMC as Currently Written <br />Sec. 17.20.025. Parking standards designated for Downtown Louisville. <br />A. Within Downtown Louisville, at the time of any building construction, <br />expansion or modification that creates additional floor area, off street <br />parking spaces shall be provided at a ratio of one parking space per 400 <br />square feet of new floor area rounded to nearest 400 square feet. <br />Suggested Amendment to LMC Areas of Change are Highlighted <br />Sec. 17.20.025. Parking standards designated for Downtown Louisville. <br />A. Within Downtown Louisville, at the time of any building construction, <br />expansion or modification that creates additional floor area, off street <br />parking spaces shall be provided at a ratio of one parking space per <br />500 square feet of all non residential new floor area rounded to the <br />nearest 500 square feet. Where residential square footage is <br />proposed, the parking requirements in the following table will be used: <br />
