The board of trustees shall have all of the powers and duties that are granted by <br />C.R.S. § 24-90-109.The powers of the library board shall be advisory only and <br />the board shall have the following duties: <br />A. To adopt rules and regulations for the conduct of meetings of the <br />library board. <br />B. With the approval of the city manger, to adopt rules and regulations for <br />the orderly operation of the city library. <br />C. To prepare and submit to city council a master plan for the <br />development and maintenance of a library within the city and from time to time <br />revise and amend the plan. <br />D. To review the annual library budget request prepared by the library <br />director prior to its submittal to the city manager and city council and make <br />written recommendations regarding approval or modification of the same. <br />E. To recommend rules, regulations, terms, and conditions under which <br />residents and nonresidents of the city may use the books and other materials of the <br />public library for enactment by city council. <br />F. To review the qualifications of final candidates selected by the city <br />manager for the position of library director, interview the candidates when <br />practical, and report on an advisory basis to the city manager the board's <br />preference. <br />G. To do all other acts necessary to assist in the orderly and efficient <br />management of the library as directed by council. <br />Section 4. <br /> If any portion of this ordinance is held to be invalid for any reason, such <br />decisions shall not affect the validity of the remaining portions of this ordinance. The City <br />Council hereby declares that it would have passed this ordinance and each part hereof <br />irrespective of the fact that any one part be declared invalid. <br />Section 5. <br /> All other ordinances or portions thereof inconsistent or conflicting with <br />this ordinance or any portion hereof are hereby repealed to the extent of such inconsistency or <br />conflict. <br />INTRODUCED, READ, PASSED ON FIRST READING, AND ORDERED <br />PUBLISHED <br /> this _____ day of _______________, 2009. <br /> ______________________________ <br /> Charles L.
