Historic Preservation Commission Meeting Minutes September 21, 2009 Page 3 of 5 Muckle complimented the applicant for making a great effort in preserving the historical structure and wished there was more integrity for the structure. Muckle also recommended that the newspaper should be cut from the wall and donated to the Louisville Museum. Muckle made a motion to lift the stay on 561 Lincoln Avenue. Lewis seconded the motion. The motion passed unanimously. Update/Discussion/Action - Programming of Historic Preservation Fund, next steps McCartney handed out modifications to Appendix C of the Grant Application. The modifications were created by Koertje and Whiteman. Stewart asked if the Commission had a chance to compare this current application form with the sample included by the City of Black Hawk. Koertje said he did not but stated the Black Hawk example seemed shorter than the current application. Koertje recommended to create a subcommittee (two volunteers from the HPC) to complete the draft grant application and guide to programs. The subcommittee could meet with staff to draft the documents and present the collected information at the next HOC meeting (October 19, 2009). Further discussion ensued between the Commission members. The discussion topics were as follows: Does City Attorney Sam Light need to review the application? Could grant money be used for new construction? Should we establish an historic district? Create a guide that further explains the preservation elements that may be funded by the grant. Whether or not a 1099 is required for grant funding. It was agreed to include the discussion topics as items in the subcommittee meeting. Koertje and Stewart volunteered to be on the subcommittee. Eric Tussey, 921 Main Street, asked the Commission how windows should be addressed in historic buildings. Tussey stated that he had an historic office on Main Street and is trying to upgrade the energy efficiency of his structure. Tussey has had an energy audit and learned that his windows are not very energy efficient. Tussey asked if the grant would pay for new windows, or would he need to modify his existing windows. Muckle stated her understanding of how to work with existing historic windows and how to make them more energy efficient. Williams asked questions regarding the energy audit and asked if the auditors recommended any suggestions for making the windows more efficient.
