Planning Commission <br />Meeting Minutes <br />NOVEMBER 12, 2009 <br />Page 2 of 8 <br />Julie McKay, Boulder County Transportation Planning Manager, discussed the <br />Transportation Element of the Boulder County Comprehensive Plan update. <br />During the discussion she highlighted the following: <br /> <br /> Policy guidance for transportation projects and programs <br /> <br /> Foundation to develop strategic transportation plan, corridor-specific <br />plans, future capital programs <br /> <br /> Framework for discussion with other agencies <br /> <br /> Policy Themes: <br /> Multimodal Transportation System <br />o <br /> Regional Coordination <br />o <br /> Management and Maintenance <br />o <br /> Funding <br />o <br /> Sustainability <br />o <br /> Accessibility <br />o <br /> Community and Environment <br />o <br />Lipton requested comments from the Commissioners. <br />Sheets stated she did not have enough time to read the documents that had <br />been distributed at the meeting. The material could be approached from either <br />the individual commissioner perspective or as a group. She questioned which the <br />Planning Commission should consider: group or individual. <br />Lipton offered the following suggestions: <br /> <br /> South Boulder Road, Baseline and Arapahoe are roads that present <br />challenges to any transportation plan. <br /> <br /> Erie to Boulder needs something similar to the HWY 36 Corridor. <br /> <br /> To maximize a transit system plan for HWY 7 there needs to be <br />coordination with CDOT, RTD and Boulder County. <br />Loo commented that the towns/ communities are a sub-factor in the rural road <br />connections. She also stated the density is not present to make mass transit <br />work for Boulder County. <br />Tengler stated he was concerned about the cost of maintenance for the <br />increased use of South Boulder Road. <br />Pritchard stated he would reserve his comments for later. He also stated he <br />would support comments from the commission as a whole rather than individual <br />comments. <br />Lipton stated the individual comments could be presented to the Boulder County <br />Commissioners before the deadline but a collective comment from the Planning <br />Commission could not meet the deadline. He requested the staff draft a memo <br />with comments which would enable the Planning Commission to review and <br />comment on prior to the next meeting. <br />Regular Business – Continuance / Withdrawal <br />None. <br />Regular Business – Public Hearing Items: <br /> <br />
