Planning Commission <br />Meeting Minutes <br />NOVEMBER 12, 2009 <br />Page 3 of 8 <br /> Resolution No. 11, Series 2009 <br />, a resolution recommending <br /> <br />amendments to Chapter 17.20 (Off Street Parking and Loading) and <br />Chapter 17.12 (District Regulations) of the Louisville Municipal Code, <br /> <br />as well as Chapter 5 of the Downtown Louisville Framework Plan. <br />Public Notice Certification: <br />Posted as part of the agenda in the required posting locations: City Hall, Library, <br />Recreation Center, Police and Courts Building and the City Web Site. <br />Staff Report of Facts and Issues: <br />McMillan provided a summary discussion with the following points: <br /> <br /> Increasing the current cap on square footage built downtown from 354, <br />000 square feet to 475,000 square feet (excluding city owned buildings). <br /> <br /> Reducing the amount of parking required for development from 2.5 spaces <br />per 1,000 square feet (1:400) of new construction to 2 spaces per 1,000 <br />square feet (1:500) of new construction and adopting residential parking <br />requirements in the downtown core area. <br /> <br /> Considering an increase to the fee charged in lieu of providing parking. <br /> <br /> Allowing parking credits for on-street, shared and remote parking. <br />The discussion also included a review of the current regulations regarding <br />parking and development in the downtown area with the following points of <br />discussion: <br /> <br /> Downtown Parking Requirements <br /> One off-street parking space shall be provided for every 400 square <br />o <br />feet of new floor area constructed. <br /> The first 999 square feet of new floor area is exempt from the <br />o <br />parking requirement. <br /> A fee of $3,600 can be paid in lieu of providing the required <br />o <br />parking. <br /> City Council has the ability to waive or modify the parking <br />o <br />requirement if it can be demonstrated that adequate parking is <br />available for the proposed construction. <br /> <br /> Parking Fee-in-Lieu – The current fee charged in lieu of providing the <br />required parking is $3,600/space. <br /> <br /> Downtown Development – The Louisville Municipal Code caps <br />development of the westerly portion of downtown at 354,000 square feet <br />(excluding city owned buildings). <br />McMillan continued with a review of the four (4) policy recommendations detailed <br />in the Staff Report dated November 12, 2009. <br />Members of the Public: <br />Ronda Grassi, 915 Main St., Louisville provided a history of the downtown <br />parking requirements as well as how the fee-in-lieu was established. <br />Erik Hartronft, 817 Lincoln, Louisville also has a business at 950 Spruce St. He <br />discussed his involvement in the downtown parking since the 1980’s.
