Loo Yes <br />Gail Hartman Yes <br />Monica Sheets Yes <br />Cary Tengler Yes <br />Scott Russell Absent <br />Motion passed: 6:0 <br /> <br />Commission Questions regarding Policy Recommendation #3 <br />Lipton requested a discussion of the staff policy recommendation #3 regarding <br />the payment of a fee-in-lieu for off-street parking in Downtown Louisville. <br />Lipton summarized the three (3) available options as detailed in the Staff Report <br />dated November 12, 2009. <br />Hartman asked if staff recommends option #3 – increase the fee-in-lieu of <br />parking to $15,000/ space (cost of surface parking space) for new construction <br />and $7,500 /space for renovations or existing buildings. <br />McMillan stated the Commissioners should determine which option to support. <br />Tengler stated he would support a continuance of this policy to provide more <br />study. <br />Lipton stated the policy is a decision that should be determined by City Council. It <br />is not a function of Planning Commission to determine or establish fees. <br />Loo stated consideration should be given to a break-even point with a parking <br />fee-in-lieu. However, to do that, more information would be needed by either <br />Planning Commission or City Council. <br />Sheets stated her agreement with Lipton in the need for more information and a <br />possible incentive package. <br />Lipton stated the additional information would provide to City Council the facts <br />they would need to validate a specific dollar amount. He requested staff discuss <br />with the City Manager that the recommendation of the Planning Commission is <br />for City Council to determine any change to the payment of a fee-in-lieu. <br />Commission Questions regarding Policy Recommendation #4 <br />Lipton requested a discussion of the staff policy recommendation #4 regarding <br />the adoption of the existing MUDDSG standards to allow parking standards and <br />reductions. <br /> <br />
