<br />City Council <br />Meeting Minutes <br />December 1, 2009 <br />Page 7 of 12 <br /> <br />City Attorney Light read Ordinance No. 1555, Series 2009. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />Planning Director Wood E~xplained the Louisville Municipal Code does not allow <br />beekeeping within the City limits. The proposed ordinance would allow <br />beekeeping in the Agricultural zone district as well as all residential zone districts <br />except the Residential Hi!;}h Density (RH) zone district. The City Council <br />received public comment from several beekeeping advocates in May and <br />directed Staff to forward the request to the Planning Commission for a public <br />hearing. The Planning Commission reviewed several ordinances from Fort <br />Collins, Windsor and Denver and conducted a public hearing on July 9. The <br />Commission directed Staff to work with the beekeeping code used by the Town <br />of Windsor. The Plannin!~ Commission approved a resolution in support of the <br />proposed ordinance. <br /> <br />The City Manager reviewed the ordinance recommended by the Planning <br />Commission and concluded Ithe detailed regulatory, enforcement and licensing <br />provision in the proposed ordinance would require administration and <br />enforcement action, which may not be necessary to preserve the public welfare <br />and would increase the City's cost of implementing the measure. The Planning <br />Director and Police Chief pre!pared a simplified draft ordinance, which took out <br />the licensing, fees and fencing provisions. The City Manager, Police and <br />Planning Department recommended the City Council authorize Ordinance No. <br />1555, Series 2009. <br /> <br />PUBLIC COMMENTS <br /> <br />Michele Pelanne, 741 Wildrose Lane, Louisville, CO voiced her support for <br />Ordinance No. 1555, Series 2009. She thanked Planning Director Wood and <br />Principal Planner McCartney for their work on the ordinance. She stressed the <br />importance of honey bees and urged Council to adopt ordinance No. 1555, <br />Series 2009. <br /> <br />Andrew Baker, 364 Monarch Street, Louisville, CO, a Monarch High School <br />student, voiced his support for Ordinance No. 1555. He stressed the importance <br />of bees to the global eco..system. He addressed the colony collapse disorder, <br />which destroy the bee's immune systems. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Mayor Pro Tem Marsella moved to approve Ordinance No. 1555, <br />Series 2009 on second and final reading, seconded by Councilor Clabots. <br />
