<br />BY-LAWS OF <br />THE LOUISVILLE RESOURCE CONSERVATION ADVISORY BOARD <br /> <br />ARTICLE I <br />The Board <br /> <br />Section 1: The name of the organization shall be the "Louisville Resource Conservation <br />Advisory Board." <br /> <br />Section 2: The office of the Board shall be at such a place in the City of Louisville as the <br />Board may designate from time to time. <br /> <br />Section 3: Authority of the Board. <br />The Board shall promote resource conservation and conservation education among citizens, <br />schools, agencies and businesses within the community of Louisville. The Board shall <br />govern all operations of the Louisville Recycling Program. The Board shall have the <br />authority to revise the by-laws. <br /> <br />ARTICLE II <br />Members <br /> <br />Section 1: The Louisville Resource Conservation Board shall consist of seven members, <br />one representative from the City of Louisville Public Works Department, one representative <br />from the City of Louisville Parks and Recreation Department, and five citizen members. <br />Members of the Board shall be appointed by the City Council and the Mayor. <br /> <br />Section 2: Term of Board Members. <br />Each member's term shall be for a period of four years. Terms shall be staggered to <br />provide for membership carryover, such that the entire board is not composed of only new <br />members. Terms shall expire on the last day of the calendar year of the final year of the <br />member's tenure. <br /> <br />Section 3: Residency requirements for Board members. <br />All citizen Board members shall live within the city limits of Louisville. <br /> <br />ARTICLE III <br />Officers <br /> <br />Section 1: Board members shall share responsibility for conducting the business of the <br />Board. Two positions, a facilitator and a recorder, shall rotate through the membership <br />such that all members shall have the opportunity to serve in each role, and no member <br />shall dominate either role. The membership as a whole shall decide which member(s) shall <br />serve as spokesperson(s) for the Board at such times as needed. <br /> <br />5 <br />
