<br />Page 10f2 <br /> <br />Subject: LRCAB Activities & Accomplishments during 2008 <br />From: Louisville Resource Conservation Advisory Board (LRCAB) <br />Date: 22-April-2009 <br /> <br />For 2008, members of LRCAB listed their goals <br />and intended projects as: <br /> <br />1. We proposed the City adopt a "Natural <br />Environment" section as part of the City's <br />Comprehensive Plan. We had first prepared a <br />draft for this proposed section three years ago <br />during the last overall review of the Comp Plan. <br /> <br />Our proposal was forwarded for review by the <br />Planning Department, Planning Commission, <br />and finally to City Council, as part of the overall <br />review of the Comprehensive Plan in 2008. <br />During that review process, our proposed new <br />section was renamed "Sustainable Environ- <br />ment", to better describe the section's intent to <br />result in better human-environment interaction. <br /> <br />Members of LRCAB attended the various public <br />hearings during the overall review process to <br />express support for our proposed changes, and <br />submitted written comments. <br /> <br />Our proposed new Sustainable Environment <br />section was passed by City Council as part of <br />the overall revisions to the Comprehensive <br />Plan. Many of our detailed proposals for <br />various sub-sections within were also approved <br />at that same time. <br /> <br />2. Another goal expressed by LRCAB was our <br />intent to review the countywide Sustainable <br />Energy Plan (SEP), adopted in principle by City <br />Council early last year. A poll of our members <br />to find out which portions of the SEP each <br />member thought the City should adopt was <br />included as part of our meeting with City <br />Council in June 2008. <br /> <br />One project listed in the SEP was a High- <br />Efficiency Lighting Program (listed under the <br />SEP's ClimateSmart at Home). In 2007, <br />LRCAB began a program to sell Compact <br />Fluorescent (CFL) Bulbs to Louisville residents <br />for a nominal fee, done by members of LRCAB <br />at summer public events. That program was <br /> <br />funded by a grant from Boulder County, with <br />matching funds from LRCAB's budget, to <br />acquire 500 CFL bulbs at reduced cost from our <br />local Home-Depot store. <br /> <br />Last year our staff liaison, Tom Phare, secured <br />a larger grant from Boulder County (triple <br />2007's grant) that allowed us to continue the <br />program. More CFL bulbs were acquired at <br />reduced cost from our local Home-Depot store. <br />LRCAB members sold those bulbs at public <br />events during the summer, and city staff <br />members sold the remaining bulbs at the front <br />desk at City Hall. <br /> <br />We still had grant funds for the lighting program <br />available last autumn after deducting our <br />program costs from the summer. The County's <br />grant administrator suggested we use those <br />funds for a program to replace incandescent <br />holiday lights, similar to the City of Boulder's <br />LED Holiday-Lights exchange program. <br /> <br />Our board initiated such an exchange program <br />right after last Thanksgiving. We contacted all <br />local merchants who were selling LED holiday <br />lights, inviting them to participate in our <br />program; many enthusiastically supported us. <br />Members of LRCAB collected strings of older <br />incandescent holiday lights from our residents <br />at the Rec-Center and Parade of Lights; about <br />140 old light strings were collected and sent to <br />be recycled. We gave those residents discount <br />coupons to purchase new LED holiday lights, <br />good at several local participating merchants; <br />we passed along 110 coupons. <br /> <br />3. Last year, members of LRCAB stated our <br />willingness to support the efforts of City Staff to <br />implement a City-administered program for <br />more efficient residential trash collection and <br />increased recycling. <br /> <br />In January 2008, LRCAB hosted a presentation <br />by members of Eco-Cycle on (then- )current <br />trash & recycling collection practices throughout <br /> <br />9 <br />
