The Authority was being <br />asked to allow Waterloo and The Empire to expand their premises to include <br />these areas for liquor service" <br /> <br />Mr. McManus was asked about the barriers to protect against traffic and he <br />responded they would be concrete. There were questions about times of service <br />and dates the modification would take place. The service time will be limited to <br />midnight and the dates will run from Memorial Day to Labor Day. The applicant <br />said the tables and chairs would be locked up after hours. <br /> <br />Mr. McManus acknowledgled there was going to be a learning curve in how to <br />handle the crossing of the walkway, the safety concerns and control in the patio <br />area. He was confident hIe had the experience to handle the challenge. <br /> <br />Sergeant Lanphere stated the police department has discussed these additions <br />and although there is no hesitation about these particular establishments, there <br />are some safety concerns for the general public in the downtown area. <br /> <br />Attorney Culley suggested the Authority consider additional conditions of these <br />modifications to include approval of the plans for the platforms, adequate barriers <br />and a control plan of the premises. <br /> <br />Mulvahill moved the Authority approve the modification of premises for the <br />Waterloo Icehouse and The Empire for the addition of the outdoor patio to the <br />licensed premises conditioned upon a fully executed license agreement with the <br />City, approval of a City plan for the physical structure and barricades for the patio <br />area, submission of a written plan detailing the anticipated method of controlling <br />alcohol, ingress and egress of patrons and the added premises be available for <br />use the Friday before Memorial Day through Labor Day. <br /> <br />F. Tastings Permit Application - Flatirons Discount Liquors - Retail <br />Liquor Store License - 550 S. McCaslin Blvd. <br /> <br />Questions were asked about whether this licensee had applied before for a <br />tastings permit. Although they were involved in the ordinance drafting process, <br />they have not applied before" <br /> <br />Mulvahill moved the Authority approve the tastings permit for Flatirons Discount <br />Liquors, Inc. doing busine,ss as Flatirons Discount Liquors. Gunning seconded. <br />Roll Call Vote: Mulvahill -- yes, Carlson - yes, Lipton - yes, Rommelfanger - yes <br />and Gunning - yes.
