City Council Business Retention & Development Committee
Meeting Minutes
February 2, 2009

Sackett made a motion to that affect, seconded by Dalton. All in favor.

DISCUSSION/DIRECTION –
SUSTAINABLE BUDGET AND USE TAX/ROLE OF BRAD
Fleming stated that staff is currently working on a presentation regarding long-
term budget funding. The goal of the presentation is to get feedback from the
community about what other services are desired and how to pay for them.

Yarnell asked what the role of BRaD would be.

Fleming stated it would be to talk with the community, gather information and
feedback, and help with the creation of a list of unfunded services.

Hogan noted that BRaD needs to be a voice in the business community and
should concentrate on what services are wanted in the business community and
how any new taxes would affect businesses. She that if the City Council chooses
to move forward with a Use Tax question on the November ballot, it will be
important for BRaD to be able to answer questions about a proposed tax, how it
will affect businesses, and explain the impact/cost to businesses.

Dalton noted the residents need to be taken into consideration as well as they
are the voters of any ballot question. So any marketing campaign will need to
reach the public.

Menaker stated that the challenge is to get information to the voters and
businesses that is easy to understand and concise.

Sackett added that the City Council will have to be able to tell residents and
business what exactly they will gain from a new tax, with specifics.

Yarnell added that an understanding of what residents are losing will also be
needed.

RECRUITMENT MAPS
Hogan distributed the new business recruitment maps to members. She noted
that Pritchard and Menaker completed this project for BRaD.

Pritchard noted the contribution of Heidi Ochis in the map design and Centennial
Printing in the printing of the map. He stated both lowered their rates to help with
the project. He has delivered boxes of maps to area realtors and they were very
well received.
