Patti Wood, Planning Director, stated the Louisville Fire Protection District is requesting approval
of a Final PUD Development Plan and Special Review Use for expanding the existing Fire Station
#2. The expansion will provide five new garage bays for fire equipment apparatus. The existing
garage space will be converted into two levels for office space and potential future dorm rooms. At
the discussion/direction review, Council expressed concern with the amount of glazing in the five
new overhead doors. Potential reflective glare as well as light spill from the interior building lights
were also identified as concerns. The applicant has reduced the height of the glazing by
approximately two feet, and will be using glaze with a very low reflective value. The applicant has
held two neighborhood meetings to explain the plan to the residents. The residents have not voiced
any opposition to the proposed expansion. The proposed architectural design and materials are
generally consistent with the existing building. Brick and wood siding are the primary materials on
the front and side facades. The applicant proposes to change roofing material from a cedar shake to
a standing seam metal that would be a slate green color. The standing seam metal roofing would
appear on the new portion of the building as well as replacing all existing cedar shake shingles.

Davidson called for the applicant's presentation.

Greg McMenamin, McMenamin Davis Architects, gave a brief presentation of the project.

David Yost, Louisville Fire Protection District, presented a proposed Prairie Dog Management Plan
for Fire Station #2, and was available to answer questions.

Davidson called for any public comments.

Bill Dhieux, Fire Chief for the Louisville Fire Protection District, explained the safety afforded by
widening the western median cut in Via Appia. This allows fire trucks to maneuver and back into
the fire station without blocking Via Appia, as they currently do. The larger concrete pad allows the
fire station to perform safety checks on their equipment as required by their insurance carrier (ISO),
without blocking other trucks from responding to emergencies.

Davidson called for Council questions and comments.

Davidson applauded the applicant for providing a Prairie Dog Management Plan, even though it
wasn't necessary.

Lathrop inquired whether permanent barricades on Nighthawk Circle would prevent emergency
vehicle access.

Dhieux replied that it would require them to access Nighthawk Circle from the Pine Street/Owl
Street entrance.

Howard complimented the applicant on the appearance of their building.
