Birch Court, Louisville, CO, member of the Mesa Village <br />Homeowners Association, addressed the issue of the emergency siren erected <br />near the Water Treatment Plant. He explained the residents in the neighborhood <br />were not given notice of the City's decision to place the siren in that location and <br />are now adversely affected by its placement. He stated the siren pole blocks the <br />neighbors' view of the continental divide and may affect the property values in <br />the area. He felt in the current economy the City wasted money on purchasing <br />this emergency siren system and noted there are other ways of contacting <br />residents. He requested the Council consider moving the pole to another site. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br /> <br />City Manager Fleming apologized to the Mesa Point residents for not sending <br />notice of the location of the emergency siren and stated the City is investigating <br />relocating the pole to a site which has space for parking large equipment to <br />repair the tower and siren and does not have any underground cables. The cost <br />to relocate the pole would be approximately $6,000. He stressed the importance <br />of the emergency sirens to alert residents of emergencies. He noted in cases of <br />emergency, 911 calls to residEmts take too long and a siren system provides a <br />redundant system of notification. He stated his desire to work with the Mesa <br />Point residents to investigate a site for the relocation of the siren. <br /> <br />Mayor Sisk agreed notice should have been given to the residents but stressed <br />the importance of the emergency sirens in the north area and Council's belief <br />they are in the best interest of the citizens. He stated reverse 911 calls for <br />notification do not work on cell phones and asked Police Chief Goodman for <br />confirmation. Police Chief Goodman stated reverse 911 calls for notification <br />works on some phones, but not all. He stressed it is not immediate notice and it <br />would take over an hour to notify all the residents by phone. <br /> <br />Mayor Pro Tem Marsella cautioned the tower cannot be moved further to the <br />north or coverage will not be provided to the central area of the City. She stated <br />it is crucial that the tower is located as far south as possible. She stressed public <br />safety for the entire City is vital. She agreed notice should have been given. <br />
