<br />City Council <br />Meeting Minutes <br />January 5, 2010 <br />Page 7 of 8 <br /> <br />ORDINANCE No. 1564, SERIES 2009 - AN ORDINANCE AMENDING <br />SECTION 3.04.130 OF THE LOUISVILLE MUNICIPAL CODE RELATING TO <br />LEASE-PURCHASE AND LONG-TERM LEASEHOLD -Public Hearing <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light introduced Ordinance No. 1564, Series 2009. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />City Manager Fleming explained Louisville voters approved an amendment to the <br />City's Home Rule Charter in the 2009 election. One amendment allows lease- <br />purchase agreements be approved by non-emergency ordinances. It is also <br />necessary to eliminate the prohibition of lease-purchase agreements from the <br />Louisville Municipal Code. <br /> <br />Mayor Sisk requested public comments and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Councilor Muckle moved to approve Ordinance No. 1564, Series 2009 <br />on final reading, seconded by Mayor Pro Tem Marsella. Roll call vote was taken. <br />The motion passed by a vote of 6-0. Absent: Councilor Yarnell. <br /> <br />DISTRIBUTION OF OPEN GOVERNMENT PAMPHLET <br /> <br />City Manager Fleming explained the Charter requires the annual distribution of <br />the Open Government & Ethics Pamphlet to City Council and all Boards and <br />Commissions members. The pamphlet contains provisions for citizen <br />participation, open meetings, Eixecutive sessions, ethics and other laws regarding <br />citizen participation. It is posted on the City's Website and copies are made <br />available at the City Hall, Police Department, Library and the Recreation Center. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />City Attorney Light noted the Charter also requires the City Council attend an <br />Open Government Training session once every two years. Training has been <br />scheduled on February 3rd and will be facilitated by Attorney Scott Krob. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Councilor Dalton noted the regular City Council meeting on March 16th is the <br />same date as party caucuses. He suggested rescheduling the meeting. Mayor <br />Sisk noted Spring break is in March and the fourth study session will not be <br />scheduled. He stated those dates will be reevaluated. <br />
