<br />City Council <br />Meeting Minutes <br />January 5, 2010 <br />Page 6 of 8 <br /> <br />Eileen Patrick, Library Board of Trustees President, 401 West Street, Louisville, <br />CO explained the Board has worked on this ordinance since the summer of 2009 <br />and noted the process was very beneficial to the Board members. She thanked <br />City Manager Fleming for his support and patience. She urged Council to pass <br />Ordinance No. 1563, Series 2009. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilor Dalton stated it was his pleasure to serve as City Council liaison to the <br />Library and voiced his full support for the ordinance. <br /> <br />City Attorney Light requested confirmation on two 2nd reading changes to the <br />ordinance: In the fourth "Whereas", delete a first semicolon after the word <br />Administration and whether the City Council wished to review and approve future <br />amendments to the Library Board's bylaws. <br /> <br />Councilor Dalton suggested the bylaws of all boards and commissions should be <br />amended by those bodies without coming before Council as long as they are <br />consistent with the ordinance, which governs that board or commission. <br /> <br />Councilor Sackett expressed his support and appreciation for the ordinance. <br /> <br />Mayor Pro Tem Marsella asked whether City Council approves the bylaws of <br />other boards and commissions. City Attorney Light explained the Home Rule <br />Charter does not have such a requirement. <br /> <br />Councilor Muckle and Mayor Sisk concurred with Councilor Dalton the bylaws <br />should not be approved by City Council as long as they are consistent with the <br />ordinance which governs them. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Councilor moved to approve Ordinance No. 1563, Series 2009 on final <br />reading, with the following changes: In the forth Whereas, delete a first <br />semicolon after the word Administration and add to Section 2.64.030 _ <br />confirming language the Board may amend and adopt revisions to their bylaws <br />as long as they are consistent with legislative actions adopted by the Council. <br />The motion was seconded by Councilor Muckle. The motion carried by a vote of <br />6-0. Absent: Councilor Yarnell. <br /> <br />City Attorney Light noted the only Board, which is required to have City Council <br />approval on revisions to their bylaws is the Local Licensing Authority. <br />
