City Council
Special Meeting Minutes
February 9, 2010

The City was asked to fund only $31,500 or 226.7%. He stated 5,000+ rides in
Louisville occur and use this service and urged Council to contribute to Special
Transit.

Parks and Recreation Director Stevens explained there is a Platinum
Membership Program, which offers senior services at the recreation center for a
fee of only $1.00 per month. He noted Special Transit is also utilized by persons
with special needs.

Staff recommended reducing the gap between revenues and expenditures for the
2010 budget through a list of A, Band C items. Those reductions are as follows:

. Do not fill 2nd L3-1 Police Officer Position
. Do not fill Recreation Supervisor II position at Senior Center
. Reduce janitorial services
. Identify ways to reduce cost or generate new sponsorships for City
sponsored special events
. Eliminate Special Transit services
. Reduce Senior Meal Site to 4/days per week
. Eliminate college tuition reimbursement temporarily
. Reduce annual flower planting in parks, entries and facilities
. Reduce portable restrooms
. Eliminate City-sponsored scholarships
. Charge for holds which are not picked up (NPU) at Library
. Charge for use of meeting space in Library
. Restructure or eliminate specific positions or convert regular positions to
seasonal or part-time, non-benefited positions
. Close or transfer Memory Square Pool to a private organization
. Impose Furlough Days
. Close the library one day a week or one week during a normally slow
period
. Eliminate HMO option for employee medical coverage and offer only High
Deductible Health Plan/Health Savings Account
. Implement 4 X 9 schedule and close facilities on Fridays or Mondays each
week
. Eliminate merit raises for 2010
. Reduce Education/Training Expense
. Reduce Code Enforcement
. Send Community Update newsletter electronically unless a hard copy is
specifically requested.
. Reduce turf cultural practices - reduce fertilizations and aerations to 1
time per year
. Cancel mosquito control services for the City
