<br />City Council <br />Special Meeting Minutes <br />February 9, 2010 <br />Page 7 of 10 <br /> <br />HMO Insurance, corporate sponsorship to fund community events, funding <br />Special Transit, and reducing the meal site to four days. <br /> <br />PUBLIC COMMENT <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO commented a four/nine hour <br />week would be more beneficial then implementing an overall 10% in furlough <br />days, which would result in 2~) days. <br /> <br />CML Executive Director Mamet asked if Staff had sufficient direction. City <br />Manager Fleming confirmed they have. <br /> <br />Options for increasing tax or fee revenue are as follows: <br /> <br />. Street Utility Fees <br />. Consumer Use Tax <br />. Building Use Tax on residential building permits <br />. Sales tax increase <br />. Property tax increase <br />. Landscape Maintenance Fees <br />. Lodging Tax <br /> <br />CML Executive Director Mamet asked if Council would like to discuss increasing <br />taxes and fees. City Manager Fleming inquired as to Council's desire to go <br />forward with increased taxes and fees for the 2010 Election in November. <br /> <br />Councilor Dalton did not support a transportation fee and stated it would simply <br />be a property tax increase. He supported a use tax for businesses. <br /> <br />Councilor Clabots noted the citizens' survey had shown support for a use tax. <br />He opposed a utility fee, but supported a reasonable mill levy increase. <br /> <br />Councilor Yarnell favored a use tax, but wasn't opposed to a street or utility fee. <br /> <br />Councilor Sackett supported a use tax. <br /> <br />Mayor Sisk supported a use tax and suggested the level of the taxation values be <br />raised to preclude a tax on minor items. <br /> <br />Mayor Pro Tem Marsella supported a use tax and looking at increases on sales <br />tax at some point. She voiced her support of a festival fee, to be applied in the <br />spring and fall when the water bill is not high. She suggested shifting the City <br />reliance on sales tax to a steadier revenue stream, such as property tax. <br />
