City Council
Meeting Minutes
February 16, 2010

service and satisfaction is down. He urged Council to manage the golf course
differently. He suggested Council inspect what they expect. He offered his
assistance.

John Leary, 1116 LaFarge Avenue, Louisville, CO stated the privatization of the
golf course issue before Council is a major policy change. He felt this issue
should be discussed in the context of a contract and not a fix for the financial
problems at the golf course. He discussed the City's vision for the golf course
and suggested Council explore the implications of a citizen-owned golf course,
which serve both recreational and open space objectives and the implications of
long-term fiscal projections and golf course management. He felt the public
process has not been transparent. He noted if this is to be a private entity, it
should be put out to bid. He asked Council to put this major policy decision on
hold. He stated the issue of the golf course is in fact a lease. His definition of
public ownership is loyalty to the golf course and not to the management
company.

Leonard P. Maiocco, 211 Lois Circle, Louisville, CO explained he is a member of
the Men's League; the Stroker's League and has played numerous rounds of golf
at Coal Creek Golf Course. He voiced his concern over the proposed WGP
agreement. He stated there is a perception amongst local golfers who do not
enjoy golfing at Coal Creek Golf Course and have joined leagues in other
communities because the courses are better managed. He stressed the
importance of customer service and satisfaction. He offered to assist the City in
negotiating a contract to provide customer service and satisfaction.

Eric Jensen, Director of Golf, Coal Creek Golf Course, reviewed a report entitled
"Coal Creek Golf Course Fiscal Profit & Loss Comparisons Report." He noted
the number of rounds of golf played at Coal Creek Golf Course since 2004 have
been essentially flat. The golf rounds were down 4%, while nationally, the
rounds were down 6%. He reviewed the Coal Creek Golf Course revenues and
noted the changes reflect the same statistics nationally. He explained the
revenues are a reflection of the economy. Many golfers have decided to play 9
holes of golf instead of 18 and walk rather than rent a golf cart. In response
operating costs can be cut and options to increase revenues and replace capital
investments can be sought.

Mayor Sisk asked Mr. Jensen to address the customer service issue. Mr. Jensen
felt an Advisory Board would be very valuable as a long-range planning tool.
With respect to shopping locally, the Coal Creek Golf Course is setup to have
national accounts to get the best prices, not only on food and beverages, but for
golfing supplies and pesticides. Rebates on those accounts go to the owners.

COUNCIL COMMENTS
