She <br />supported City Manager Fleming's two amendments to the agreement. She was <br />concerned on meeting the standards of the PGA rules and regulations and the <br />capital improvements to the golf course. She disagreed this proposal is a policy <br />change. She stressed this is not a wastewater project or an open space project, <br />it is a loan. She supported a Golf Course Advisory Board. <br /> <br />Parks & Recreation Director Stevens explained the fixed capital improvements <br />will be maintained by the City., such as the Club House and the sprinkling system. <br />Any rolling capital improvements, such as equipment replacement paid for by <br />WGP will be their property. Vl/ith respect to PGA rules and regulations, the <br />contract calls for one PGA Class A Professional, which relates to the Club House <br />operation and the focus on customer service and inventory of merchandise <br />provided in the Pro Shop. The other area is the National and State Association <br />of Golf Course Superintendents. The Golf Superintendent is responsible for the <br />grounds. The City has a good relationship with Golf Course. <br /> <br />Mr. Jensen confirmed WGP's commitment to work on issues at the golf course. <br />He noted WGP invested several hundred thousand dollars for equipment. He <br />noted through the outreach program at CSU a lot of improvements have been <br />made to the greens. He noted although he is not a grounds superintendent he <br />could certainly speak to the improvements to the greens. <br /> <br />Councilor Yarnell stated she was not prepared to make a decision on the <br />agreement and felt it was a shift in policy. She felt she was being rushed and <br />favored a RFQ and RFP process. <br /> <br />Councilor Sackett voiced his appreciation for the open house held on February <br />12. He stated the vast majority of the people who attended the meeting were <br />concerned over the statistic of 6% of the nation's golf courses going under. He <br />stressed the golf course affects the entire community and the value of the <br />homes. He stated the Coal Creek Golf course can not go out of business. <br /> <br />MOTION: Councilor Sackett moved to approve the proposed contract with <br />Western Golf Properties. This contract provides for termination in 180 days if it is <br />not working to the City's satisfaction. During this period the City Council will, by <br />resolution, form a Golf Course Advisory Board (GCAB) and layout their roles and <br />responsibilities. These roles and responsibilities shall include, but not be limited <br />to providing advice and recommendations to City Council and City Staff on <br />issues associated with the management of the golf course; monitoring the <br />performance of the management company and making recommendations <br />concerning the operation of the golf course to the management company. The <br />GCAB will regularly report thE~ir recommendations to the City Staff and City <br />Council. In addition, the GCAB shall identify, analyze and present options for <br />managing the Golf Course to the City Council; these options shall include, but not <br />
