<br />Resource Conservation Advisory Board <br />Minutes - January 11, 2010 <br />Page 2 of 4 <br /> <br />Suggested changes, after discussions are identified below. Unless noted, each revision <br />was made by unanimous vote. <br /> <br />. Article I, Section 1: Andy suggested changing the name of the board to the <br />Louisville Sustain ability Board. <br />. Article I, Section 3: Omit the second sentence. <br />. Article II, Section 1: Mark suggested the 1 st sentence read "The SAB shall <br />consist of seven members, all residents of the City of Louisville. SAB shall also <br />have a city-staff liaison, selected by the City Manager. The staff liaison will report <br />to the City Manager on the goals and activities of the board, provide such <br />administrative/clerical support as SAB may require for its official business, and <br />advise the board on matters related to city polities and procedures." <br />. Article II, Section 3, 1st sentence: Mark suggested omitting "one representative <br />from the Louisville Parks and Recreation Department." <br />. Article II, Section 3: Arno suggested omitting "citizen." <br />. Article III, Title: Mary Ann suggested changing the title to "Positions." <br />. Article III, Section 1: Mark suggested leaving the facilitator and recorder positions <br />as is or eliminating those positions and formalizing the Chair and Vice Chair <br />positions used in past years. Annie suggested retaining the facilitator and <br />recorder and rotating but not necessarily monthly. Andy suggested a monthly <br />rotation structure. Arno suggested rotating each month for the 1 st year due to the <br />four new members who may have different strengths and weaknesses. Mary Ann <br />agreed with a monthly rotation and suggested it be alphabetical by last name. It <br />was decided to retain the wording and insert a monthly rotation requirement. <br />. Article III, Section 1: Mary Ann suggested revising the last sentence to "The <br />membership as a whole shall decide which member(s) shall serve as <br />spokesperson(s) for the Board, or represent the Board in other roles, at such times <br />as needed." <br />. Article IV, Section 2, Paragraph 1: Mark suggested changing the wording to "A <br />majority of the current members of the board shall constitute a quorum.. .." <br />. Article IV, Section 2, Paragraph 2, 1st sentence: Annie suggested changing the <br />first sentence to "Board decisions shall be made by a majority vote of the <br />members present at the request of anyone member." NOTE 1: Ryan dissented <br />on this vote. He preferred informal consensus votes as in the past. NOTE 2: <br />Arno requested the statistics for attendance by members for the last several <br />years. Mark indicated that he would provide those. <br />. Article IV, Section 3, 1st sentence: Mark suggested this section remain as is until <br />redefined by the City Council. <br />. Article IV, Section 3, 2nd sentence - Annie suggested replacing "the Parks and <br />Recreation Department" with "staff liaison." <br /> <br />IX. ELECT 2010 LRCAB OFFICERS <br />. Officers were not elected after voting to have facilitators and recorders rather than <br />officers. <br />. A facilitator and recorder will be appointed for each meeting. Scheduling of both <br />positions will be by rotation of the members alphabetically by last name, the <br />recorder following the facilitator. If an individual is unable to fulfill their assigned <br />position, they are responsible for arranging for another member to do so. <br />
