<br />Open Space Advisory Board <br />Minutes <br />February 10, 2010 <br />Page 2 of 4 <br />4_ Staff is working on a letter for properties that are adjacent to prairie dog <br />colonies_ <br />5_ Schedule for upcoming education program is being put togetheL <br /> <br />Board Updates <br />Tom brought the letter from Chief Goodman, which indicates that parking <br />enforcement at Davidson Mesa has been increased_ (Letter added to packet <br />material) <br /> <br />Discussion Item: Conoco Phillips <br />Ember said that a planning commission meeting is upcoming on 2/11/10 <br />and that public comment will be accepted_ Another meeting is scheduled for <br />March 11, 2010 where public comment will also be allowed_ Ember pointed out <br />the links on the website which pertain to Conoco Phillips and spoke about what <br />staff has requested of Conoco Phillips_ <br />Tom mentioned that he is concerned that the steep slope at the southwest <br />of the Conoco Phillips property will be used for a traiL Ember said that <br />discussions are taking place now_ Spencer offered that the trail should not be <br />placed down near Hwy 36 because it would not be a pleasant place to recreate <br />and would not work well with connectivity to nearby trail systems_ Justin asked <br />whether the cost of the trail on the steep slope would be cost prohibitive for <br />construction and ongoing maintenance_ Justin also asked if the review process <br />is being monitored as closely as possible by the Board and staff_ <br />Linda suggested that the current proposal for land dedication is not "open <br />space" _ Spencer suggested that the closed campus nature of the property may <br />not allow us to get a dedication of some of the highest value open space on the <br />property_ Justin said that he respects the need for a closed campus_ Helen <br />asked if the recently purchased Boulder County properties to the north of the <br />property will change the formula for the public land dedication_ Ember said that <br />the details have not yet been released_ <br />Linda suggested that the land dedication could incorporate a sizeable <br />corner of the property which might be of more open space value_ Spencer <br />countered that trail connectivity is the top priority of the pending land dedication <br />and should drive the Board's recommendation_ <br />David asked what value the northernmost trail carries and suggested that <br />it is a low value place for a dedication_ Tom said that a sidewalk or trail would be <br />beneficial for high school commuters, but it was agreed that perhaps such a <br />sidewalk could be in the right-of-way and not part of the public land dedication_ <br />Justin said that he would propose a special study session be scheduled <br />for the Board to include a representative of the Planning Department and Joe <br />Stevens in order to discuss the results of the first planning meeting_ It was <br />agreed that March 3rd would be the best day_ <br />Ember mentioned that Conoco Phillips has decided to remove all prairie <br />dogs on the site_ <br />
