<br />Senior Advisory Board <br />Meeting Minutes <br />1/21/10 <br />Page 4 of 6 <br /> <br />NOTE: As the new Chair, Larry presided from here on. <br /> <br />Silent Auction - Walt Oehlker. Everyone has been assigned their tasks. <br />Rosalie agreed to do Joe's sector. Posters are available. Larry has made a lot <br />of calls and has 7 or 8 gifts. More applications and receipt letters are needed. <br />Bob P will miss the dinner as he will be in Australia. Katie and Kathy are finding <br />volunteers for February 18. <br /> <br />Resolution for Advisory Board Policies and Procedures. <br />Connie-we need to write a letter to City Council. Kathy-they want us to take <br />out a resolution so the Council can formally recognize the Senior Advisory Board. <br />Bob P-the U.S. Constitution forbids ex-post-facto law. This refers to the <br />Federal Government and the State. The City is a subsidiary of the State. Kate- <br />disagreed. If we get into arguments with the Council, we will lose. The middle <br />ground would be a resolution. They would feel they were complying with the <br />Charter and we could continue to elect our Board members. Bob P-we have to <br />be grandfathered in. Connie asked for a committee to write to the City Council <br />stating who we are and what we do, how effective we are and how important to <br />the community. We would not be asking to decide what City Council is going to <br />do but asking them to accept us as we are. Joe Stevens-the issue is not <br />constitutional. You have operated under the City of Louisville with a lot of <br />independence. We are required as members of the community to post notices. <br />You have representation from City Council. The Staff perspective is that you <br />want to be party of the City. We talked about coming up with a resolution. What <br />you objected to was having Council appoint the membership. Council wants to <br />codify the relationship. Connie- has read Kathy's proposal. Walt talked to Bill <br />McDermott and Charles Sisko At the time this issue was reviewed, it was <br />determined that it was not necessary for the Board to change. Mayor Davidson <br />was also involved in the discussion and thinks there may be a letter in the City <br />files. We've been an effective organization. Joe S-what you say is correct. We <br />can't find the letter. This is housekeeping. This is just a draft, we need the <br />Council to resolve. Connie-we're not adhering to the City Charter. Kathy-we <br />have to post meetings for the Housing Committee, etc. Bob P-when I talked to <br />the city attorney, he said we don't have to conform. Connie-we have to say to <br />the Council, "Will you please recognize us event though we're not following your <br />Charter. Dave C-they're talking about adhering to the charter. Jose S-it <br />would be good to have a committee. <br /> <br />Connie moved that a committee be created who would write a letter to the City <br />Council. Kathy-if two members, you don't have to post it. Katie-this Board <br />controls a certain amount of funds. For the Foundation, the City Council <br />approves the budget. Joe S-oversight would be different. Bob P-does the <br />City approve the Foundation's budget? Dave C-no.
