<br />Memorandum <br />To: <br />City of Louisville Planning Commission <br />From: <br />City of Louisville Open Space Advisory Board <br />Date: <br />February 22, 2010 <br />Re:Conoco Phillips Louisville Development <br />The City ofLouisville Open Space Advisory Board(OSAB)reviewed Preliminary Entitlement <br />Submittals provided by Conoco Phillips, Louisville Campus, and offers the following <br />observations and comments: <br />A.OSAB prefers a contiguous unified tract of land for the land use dedication for increased <br />public benefit and additional trail connectivity. <br />B.Land for commuter trails and transit connections shall be dedicated as right-of-way and <br />kept separate from public land dedication. <br />C.Minimize land dedicated for trails to a 20’ wide meandering corridor,as measured from <br />trail centerline, unless land and improvements will be maintained to a City standard, by <br />Conoco Phillips. <br />D.All trails shall be fully engineered with grading, drainage, erosion control, horizontal and <br />vertical control and all other design/engineering necessary to demonstrate the character <br />and location of the trail. <br />E.Appropriate trail signage and pavement markings shall be provided to ensure safety of <br />the trail user and effectively communicate rules and regulations and ownership of the <br />trail. For trails under Louisville ownership and maintenance, Parks and Recreation <br />Departmentsign standards shall be used. <br />F.Benches, trash and recycling containers shall be provided where necessary per City of <br />Louisville standards. <br />G.Service access routes for trail corridors need to be identified. <br />H.COP is responsible for controlling trail connections between public trails and private <br />trails on the COP campus. <br />I.All improvements on public land dedications shall be designed and engineered in <br />conjunction with the overlot grading, infrastructure and utility plans and shown on those <br />plans. Such improvements require review and approval by the City of Louisville, Parks <br />and Recreation Department. <br />J.Fencing locations and styles need to be indicated on the plans. All boundary or <br />perimeter fencing adjacent to City of Louisville property shall be placed a minimum of <br />one foot inside the private property boundary and called out on the plans as owned and <br />maintained by the private landowner. <br />K.All seeding and reclamation on public land shall comply with the Reclamation Standards <br />for Disturbances on City of Louisville Open Space Lands. <br />ï <br /> <br /> <br />
