L.Provide a phasing plan for improvements on the public land dedications. All trail <br />improvements are preferred in phase 1. If trail improvements are offered in lieu of <br />acreage, they must be included in phase 1. If all trail improvements are not included in <br />Phase 1, temporary trails, signage, fencing,dedicated construction crossings and an <br />indemnification and hold harmless agreement between COP and the City of Louisville is <br />recommended. <br />OSAB recommends approval of Resolution No. 03, Series 2010, aresolution recommending <br />approval of the Conoco Phillips Campus PCZD-C zoning request and General Development <br />Plan subject to the following conditions: <br />1.Include a note on the GDP that states “Public land dedication of 12% to comply with <br />section 16.16.060B of the LMC.” <br />2.If a waiver of requirements is considered, additional valuableland dedication or usable <br />functional open space in excess of 12 % is required per section 17.28.110 of the <br />Louisville Municipal Code. <br />3.The “Site Information” table should be amendedto remove “Gross Property Area” and <br />“Area within City and County of Broomfield.” <br />4.OSAB requests trail engineering, construction and maintenance be included in the <br />dedication and may consider accepting such in lieu of acreage. <br />5.OSAB recommends that dedicated lands be restored, established and maintained to <br />native prairie at standards consistent with the reclamation standards of the City of <br />Louisville as determined by City staff. <br />OSAB recommends approval of Resolution No. 04, Series 2010, a resolution recommending <br />approval of a Preliminary Subdivision Plat and a Preliminary PUD Development Plan subject to <br />the following conditions: <br />The applicant will continue to work to resolve the following issues for final plat and PUD <br />development plan submittal: <br />a.Public Land Dedication <br />b.Secure a North/South bikeway connection on the east side of the campus <br />c.Finalize the Natural Resource Assessment <br />d.Finalize site plan and design review <br />The Open Space Advisory Board is concerned about the quality of the Open Space and shares <br />the following general observations: <br />1.Public Open Space with steep slopes and adjacent to Hwy. 36 does not provide a quality <br />experienceand is unsuitable for the public land dedication. <br />2.Dependent on final design, the proximity of public lands to the security fences is a <br />concern that may need additional consideration. <br />3.Additional/otherland should be explored for parks, open space dedication. <br />î <br /> <br /> <br />
