through the area as well as for employees heading to the ConocoPhillips campus. <br />The Rock CreekTrail will extend under US36 to connect with the campus trail system. <br />Staff is working with the applicant to provide an access point on the southern edge of the <br />campus so that bicycle commuters who use the Rock Creek Trail will be able to access the <br />th <br />campus without having to ride to the 88Street or NW Parkway entrance. The interior <br />streets of the campus are not currently shown with bike lanesor sidewalks. <br />City staff supports the trail corridors presented in the development proposal and will work <br />with ConocoPhillips to develop the appropriate land dedication to enable these commuter <br />routes to be implemented and to maximize public benefit. Trails shown within the <br />ConocoPhillips secure perimeterwill be private, to be used by ConocoPhillips employees <br />and guests. Staff will work with ConocoPhillips to ensure the public commuter trail system <br />ties into the campus in a way that will promote the use of alternative transportation for <br />ConocoPhillips employees. Staff will also continue to work with ConocoPhillips to ensure <br />outstanding issues related to a completetrail system, such as a north/south connection on <br />the east side of the property,are addressed in the final Plat and PUDPlan. <br />Fiscal Impact Study <br />ConocoPhillips used the city’s fiscal model as the basis for their estimated projections. <br />The model reflects ConocoPhillips calculations of general fund revenues and expenses <br />generated over the next 20 yearsand is included as an attachment. The Finance <br />Department has reviewed the preliminary submittal and believes it is consistent with the <br />city’s fiscal model. Staff will continue to work with ConocoPhillips to ensure compliance. <br />ReferralComments <br />Staff referred the ConocoPhilips submittal to 52 internal and external review agencies. The <br />comments received were primarily concerned with potential traffic impacts, view corridor <br />impacts, transportation demand management (TDM), regional bike trail connections, <br />Intergovernmental Agreements, andthe quality ofpublic land dedicated for public open <br />space. <br />Staff will continue to work with the applicant to ensure that the issues and concerns of the <br />referral agents are adequately addressed at time of final submittal. A detailed collection of <br />the referral comments, as well as ConocoPhillips responses, can be found on the City of <br />Louisville website at www.louisvilleco.gov. <br />STAFF RECOMMENDATION: <br />Staff recommendsapproval of Resolution No. 03, Series 2010, a resolution recommending <br />approval of the ConocoPhillips Campus PCZD-C zoning request and <br />General Development Plansubject to the following conditions: <br />1.Include a note on the GDP that states “Public land dedication of 12% will comply <br />withsection 16.16.060.Bof the LMC.” <br />2.Include a note on the GDP that states “Development will not exceed 2.5 million <br />square feet.” <br />16 <br /> <br />
