roadway alignments to assure that they are adequately designedto permitemergency <br />service to the campus. <br />Campus Drive <br />The proposal includes extending a portion of Campus Drive from itspresent day terminus <br />th <br />at the eastern end of the Monarch K-12 Campus to South 96Street. The extension of <br />Campus Drive is envisioned in policy TS-1.2 of the City of Louisville Comprehensive Plan <br />which states that; “Adequate road capacity should be provided with the <br />thth <br />development/redevelopment of Opportunity Area #4 to connect 88Street and 96Street <br />….” <br />As proposed, Campus Drive would shift to the north after it passes the MonarchK-12 <br />Campus into the properties adjacent to Paradise Lane (within Boulder County). The <br />th <br />roadway would then connect to South 96Street at the existing Paradise Lane <br />intersection. ConocoPhillips has acquired the property within the Paradise Lane <br />Subdivision that would be needed to complete the roadway extensionand allow for a safe <br />intersection with 96th Street. <br />In order to construct the roadway in the proposed location, the NW Parkway IGA must first <br />be amended. The current version of the IGA does not permit development in the area of <br />the proposed roadway extension. ConocoPhillips, the City of Louisville, and Boulder <br />County are currently working on the terms and conditions of an amendment to the IGA that <br />would allow for the construction of the road in the proposed location.The details of the <br />IGA Amendmentwill be addressedin future submittals. Both the IGA amendment and the <br />proposed annexation of any portions of the Paradise Lane parcels will require additional <br />public hearing processes, and are not a part of this application. <br />Transportation Demand Management <br />Transportation Demand Management (TDM) is the implementation of strategies and <br />programs that result in the more efficient use of transportation resources. TDM strategies <br />and alternative transportation infrastructure enhancements can help to reduce the need for <br />future roadway expansion. The attached “ConocoPhillips Alternative Transportation <br />Strategies” memo provided by the Boulder CountyTransportation Department provides an <br />overview of TDM programs and infrastructure improvements that may be considered. <br />Page ii of the executive summary of the Traffic Impact Study includes an overview of some <br />TDM strategies that the applicant plans to incorporate into the development of the campus. <br />Staff will continue to work with the applicant to complete a detailed TDM strategy. This <br />strategy will be presented as part of the final PUD development plan. <br />Commuter Trail Connections <br />The ConocoPhillips development proposal contains a comprehensive network ofcommuter <br />regional trail connections. The location of the property presents opportunities for the City of <br />Louisville,Boulder County, Broomfield, Superior and Colorado Department of <br />Transportation (CDOT) to addressregional needs. Sheet 9 of 11 of the Preliminary PUD <br />Development Plan represents ConocoPhillips’ intention to provide trail corridors along US <br />36, the Northwest Parkway and along the newly proposed Campus Drive. These three <br />major trail corridors will improve significantly the trail connectivity for commuters passing <br />15 <br /> <br />
