Mayer stated that he is concemed about the use of the basement as office space as it would increase <br />the FAR to 2.7, in addition to creating greater parking demands. <br /> <br />Hartronft expressed his disappointment that Council is now choosing to require parking for this <br />project. <br /> <br />Davidson replied that Council has expressed concern for parking all along. <br /> <br />Howard stated that he believes Council is willing to accommodate this proposal as much as they can; <br />however, there is a definite parking issue. He stated that this project will only increase the downtown <br />parking demand. The City has asked the business community to help but he is not aware of any ideas <br />or suggestions coming forth from the businesses. <br /> <br />Mayer suggested that staff develop a time limit on commercial PUDs, possibly a five-year limit. He <br />moved that Council table Resolution No. 43, Series 1998, Final PUD Development Plan, Business <br />Answers, 728 Main Street, until the August 18, 1998 Council meeting, seconded by Levihn. <br /> <br />Howard stated that he did not feel Council is being responsive to the needs of the applicant by <br />tabling this Resolution, as the applicant has clearly stated they would like Council's vote tonight. He <br />suggested that Council give the applicant an answer, unless the applicant is agreeable to tabling the <br />decision until the August 18 Council meeting. <br /> <br />Roll call was taken. Motion passed by a 5-1 vote, with Howard voting against. <br /> <br />Mayer suggested that the City Attorney draft a condition, as earlier proposed by Davidson, for the <br />applicant to review. <br /> <br />Davidson directed Sam Light, City Attorney, to prepare such a draft for review. <br /> <br />Mayer requested the draft include the requirement that the basement not be used for developed space. <br /> <br />Levihn requested that the applicant provide evidence that the downtown businesses would, in fact, <br />support a parking district. <br /> <br />Cheri Ruskus replied that they will have a parking survey to present to Council. <br /> <br />17 <br /> <br /> <br />
