RESOLUTION No. 44, SERIES 1998, KOHL'S DEPARTMENT STORE - FINAL PUD <br /> DEVELOPMENT PLAN - LOT 3, CENTENNIAL VALLEY PARCEL 'O' <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated this is a Final PUD Development Plan for an 86,000 sf retail <br />store on Lot 3 of Parcel O, Centennial Valley Subdivision, Filing No. 7. Building area is proposed <br />at 19%, with the combined total building and hard surface coverage at 74.4%, which exceeds the <br />maximum coverage of 70% under the CDDSG. On-site open space is at a total of 25.6%, of which <br />5.1% is hardscape. The plan currently has 20.4% on-site greenscape. It is the opinion of the City <br />Attorney's office that the CDDSG landscape coverage requirements will apply; therefore, the <br />minimum requirement is 30%, with no more than one-third being dedicated to pedestrian hardscape <br />area. The applicant is requesting an off-site credit of 6% toward the open space requirement for Lot <br />3. This represents the pro-rated share of Lot 3 for Lots 10 and 11, which are both privately owned <br />and maintained regional storm water detention tracts. Off-site credits were authorized for Albertson's <br />(8%), and Sam's Club (6%). These credits were exacted from Lot 10. The credit would result in a <br />31.5% open space coverage and landscape improvements on 54% of Lot 11. The PUD landscape <br />plan reflects that the applicant intends to landscape 100% of Lot 11. <br /> <br />The project is parked at 5.3 spaces/I,000 sf, which exceeds the required number of spaces by 71. The <br />PUD reflects a rear setback of 90' from Dahlia Street. Building and parking setbacks are in <br />compliance with minimum CDDSG requirements. Perimeter and parking lot tree counts have been <br />increased to exceed the CDDSG requirements. Additional width has been provided between the <br />parking lot and the internal loop road for tree plantings to provide parking lot screening. The <br />Planning Commission recommended that six additional evergreen trees be installed on Lot 11 where <br />the parking lot is immediately adjacent. The finished grade of the parking lot at that point will be a <br />minimum of 3' above Dillon Road. A number of pedestrian crossings have been added to the revised <br />PUD site plan. The revised PUD has also incorporated a pedestrian crossing at the southwest comer <br />of the building, linking with the gazebo amenity. Proposed finished floor elevation is 5,460', which <br />is approximately 7' higher than the elevation of Dahlia Street. The Planning Commission <br />recommended that the applicant fully evaluate the potential to lower the finished floor elevation. The <br />applicant has submitted a separate grading plan which reflects a reduction of two feet. <br /> <br />The photometric plan reflects an overall average illumination level of 3.57 footcandles, which is well <br />in excess of the 1.0 required in parking lots. Light pole heights were proposed at 15', Sam's Club <br />were approved at 24'. The Planning Commission requested that a revised photometric be submitted <br />to staff prior to City Council review. A revised photometric has been submitted which does not meet <br />the average light levels committed to by the applicant. The applicant has indicated that a revised <br />photometric would have a minimum of 2 footcandles in the parking lot and 5 footcandles at the <br />building entries. The photometric does now reflect the addition of low level pedestrian lighting in <br />front of the store entrances; however, it is not reflected around the gazebo or along the pedestrian <br />walkway. <br /> <br />18 <br /> <br /> <br />
