· I am not a construction-costing person. But even if improving the crossing between East and West
McCaslin is initially cheaper, at what point in time do the initial and on-going expenses exceed the one
time investment in dirt work?

· And let's not forget the decreased safety I higher risk should more people be forced to cross
McCaslin - with or without traffic control improvements.

When you were hired as City Manager, I got a feel for your family's history in Boulder County. Much more
impressive than mine as I only arrived in 1961. Nevertheless, I have periodically had the opportunity-
and have consistently voluntarily taxed myself - to support the Open Space initiatives that Boulder County
and the various cities therein, have proposed. I have consistently voted Yes - and I like to think that we
have benefited from this far-sighted policy. I know that I have. However, during the last election, I (we)
got voted down on the County Open Space funding initiative. I had forgotten that Louisville's own
measure passed, good for us - and thanks for reminding me. Hopefully voting down taxes for Open
Space is NOT a trend.

Logically I can tell you that I would find it difficult to support the next Open Space vote if my enjoyment of
the facilities that my money supports is being diminished. Hence, while lack of parking spaces might
seem to be a minor issue, access to the Open Space is actually critical. Why would I - or others -
support these taxes in the future if my lour ability to enjoy what I am paying taxes for is reduced so I was
glad to hear that you plan on improving the situation. Again, while I am sure that many are involved in the
analysis of these issues, parking improvements are more of a "one time" capital expenditure which is
preferable in my mind to that PLUS on-going maintenance. The Devil is in the Details.

Expansion of the Davidson Mesa (West of McCaslin) parking facility appears to be the cost-effective and
10Qical next-step option for the good of the citizens of Louisville.

Regards,

Jack Doherty

829 St. Andrews Lane

LOUISVILLE, Colo 80027
