City Council
Meeting Minutes
March 2, 2010

Councilor Clabots supports c:ontinuing funding for Special Transit and agreed
with a fee to help defray the cost. He asked about the projected costs for the Fall
Festival and stated his understanding that one day of the Fall Festival would be
eliminated. City Manager FIHming explained Staff looked at different scenarios
for the Fall Festival. Council may decide on a budget amount, which would
require reducing certain €!vents.

Mayor Sisk stated the Counc:il must find an innovative way to balance the budget.
He did not support turnin~J off street lights because it would be a safety concern.
He suggested reducing the number of Community Newsletters sent out each
year and reducing the education/ training budget. He supported community
events such as the 4th of ,July and Fall Festivities and finding matching funds for
senior programs. He favored a use tax as an additional revenue stream.

Councilor Muckle concurred with Mayor Sisk's comments. He expressed his
sorrow to hear there is a sense of a chasm between the City Council and the
senior citizen community and promised to work on changing that perception. He
supported community eVEmts, fund raising and keeping porta-potties in the park.

Mayor Pro Tern Marsella supported A and B list of items, which include
restructuring positions, furlough days, and library closure days. She addressed
the discussion at the Councill Retreat relative to the target amount of cuts to
rebalance the budget. She f,elt without those cuts the City would not be
sustainable. She stressed the importance of finding another revenue stream.

Councilor Clabots also supported looking at the B list of items to rebalance the
budget. He noted at the February 9th Budget Retreat, Council discussed the
possibility of losing another retailer in Louisville and if that happens Council
would have to make further Guts.

PUBLIC COMMENT

Steve Popitz, 1031 Harper Street, Louisville, CO asked how the City's income
could be increased. Mayor Sisk explained revenues could be increased through
the passage of a use tax, mill levy increase or a sales tax increase. All would
require voter approval.

Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO concurred with
Mayor Pro Tern Marsella's comments. He supported going to 4 X 9 work weeks
in lieu of a High Deductible Health Insurance Plan for the City employees.

Gail Wetrogren, 930 McKinley Avenue, Louisville, CO supported closing the
library one week per year, but requested the Library not be closed on the same
week the Recreation Center is closed.
