She noted Mr. Koelbel will request an <br />amendment to the agreement to allow him to offer a tenant finish fee rebate. <br /> <br />APPLICANT PRESENTATION <br /> <br />Jason Kaplan, Owner of Imagine Nation Books Ltd., explained the company primarily <br />sells books and associated products. In 1990 a company named "Books are Fun" was <br />created and in 2004 a company named "Imagine Nation Books" was formed. The two <br />companies merged and currently employ 100 people. At their current Boulder site, most <br />of the employees live in Longmont, Boulder or Louisville and generally eat in the <br />Boulder area. Out of state vendors help the local hotels and restaurants. He thanked <br />Economic Development Director Star for her assistance. <br /> <br />PUBLIC COMMENTS <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO stated the Business Assistance <br />Package proposals reduce the fees in half. He asked whether the Building Department <br />will only spend half as much time on this building or would someone else pay for the <br />other half of the fee or are the feE!s twice as high as they should be. He stated the <br />rebate is offered for a period of five years subject to budget appropriations. He noted <br />the City Council chose not to appropriate tax rebates a few years ago. He requested <br />these proposals be discussed at the annual appropriation process. <br /> <br />MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 18, Series 2010, <br />with the correction to the amounts in the agreement, seconded by Councilor Dalton. <br /> <br />Councilor Muckle asked where the rebate on the building fees comes from. City <br />Manager Fleming stated the Business Assistance Program is based on bringing new <br />retail to the City. The cost associated with inspections and fees will be subsidized by <br />additional sales tax and property tax revenues. Occupied properties will retain their <br />value, which contribute to Louisville's economy. <br /> <br />Mayor Sisk voiced his support for the Business Assistance Package. <br /> <br />VOTE: Roll call vote was taken. The motion carried by a vote of 7-0. <br /> <br />DISCUSSION/DIRECTION/ACTION - POST OFFICE USE <br /> <br />Councilor Clabots disclosed he is involved in a gardening co-op on Ms. Butterworth's <br />property. City Attorney Light stated Councilor Clabots discussed his association with <br />one of the applicants and agreed it would be appropriate for him to recuse himself from <br />the discussion and not vote on this matter. Councilor Clabots recused himself from the <br />discussions and left the room. <br /> <br />Mayor Sisk requested a Staff presentation. <br />
