<br />City Council <br />Meeting Minutes <br />April 6, 2010 <br />Page 14 of 17 <br /> <br />Economic Development Director Star explained the Staff received two proposals from <br />prospective tenants for the Post Office building. She addressed errors in the Council <br />Communique regarding the spelling of Ms. Butterworth's name and business and the <br />garden dollar rental amount for the LuckyPie. She outlined the proposals as follows: <br /> <br />Proposal Number 1: Pine Street Partnership proposes to fill the space with several <br />different retail and food vendors. The partnership plans $60,000 for building upgrades, <br />which include a new common kitchen and the addition of outside seating. The proposal <br />requires the City to bring restroonns to code, repair damage to floors and basement due <br />to flooding, and remove the chain link fencing south of the building. Additionally the City <br />would be responsible for repairs to any major part of the facility which fails. Pine Street <br />Partnership requests 18 months of rent abatement equal to $61,099. <br /> <br />Proposal Number 2: LuckyPie. Brendan McManus, former owner of the Empire <br />Restaurant, proposes a traditional Neopolitan pizza restaurant and bar. The request <br />includes the ability to establish a Ikitchen garden for the use of the restaurant. The <br />proposed investment in the building is estimated at $125,000. Approximately $100,000 <br />will be required to outfit the kitchen, furniture and fixtures. Sales are estimated at <br />$979,680 the first year. <br /> <br />Mayor Sisk requested the applicants present their proposals. <br /> <br />Pine Street Partners: Barbara Butterworth, 501 South Street (The Book Cellar), <br />Louisville, CO and Susan Kelley, 936 Parkview (Telluride Gift Baskets) Louisville, CO. <br /> <br />Barbara Butterworth opened the Book Cellar seven years ago. The Pine Street Market <br />would complement the downtown area, by providing different retail shops and food <br />vendors. It would create pedestrian traffic and address the Colorado Tech's Center <br />need for restaurants. The project will not duplicate or overlap any other business, such <br />as the Saturday morning Farmer's Market or the Friday Street Faire. They plan music, <br />a beer garden, festive holiday eVEmts, family-focused entertainment, meeting rooms and <br />charity events. <br /> <br />Susan Kelley noted the Post Office site is a prominent area of the downtown area so <br />maintaining a community venue is important. The Pine Street Partners proposal <br />includes shops, restaurants, a deli, indoor and outdoor seating, and a growing market <br />where farmers can bring in their fresh produce, milk and eggs. She noted the farmers <br />and the local residents are excited about the proposal. <br /> <br />LuckyPie: Brendan McManus, 9018 Rex Street, Louisville, CO stated he has been in <br />the restaurant business for 25 years and formerly owned and operated the Empire Grill. <br />His proposal is for a wood-fired pizza and sandwich restaurant, which will include <br />Colorado micro-brewed beers and local handcrafted beers. The foods will be organic <br />and natural. His proposal includes renting a portion of the field to grow vegetables. A <br />
