<br />City Council <br />Meeting Minutes <br />April 6, 2010 <br />Page 4 of 17 <br /> <br />Mayor Sisk read the 2010 Arbor Day Proclamation, which proclaimed Saturday April 24, <br />2010 as Arbor Day in Louisville, Colorado. He presented the proclamation to Michael <br />Frontzak, representing the Horticulture and Forestry Advisory Board. <br /> <br />Michael Frontzak, 643 Fairfield Lane, Louisville, CO, reported on Arbor Day a tree will <br />be planted at the John Breaux Memorial. The ceremony will take place at 10:00 a.m. on <br />Saturday, April 24, 2010. <br /> <br />PUBLIC HEARING CONTINUED - CONOCOPHILLlPS CAMPUS ANNEXATION & <br />INITIAL ZONING, REZONING, PRELIMINARY SUBDIVISION PLAT & PRELIMINARY <br />PUD DEVELOPMENT PLAN REQUESTS <br /> <br />Mayor Sisk reopened the public hearing. <br /> <br />City Attorney Light outlined the documents in the City Council packet, which include the <br />ConocoPhillips Campus Annexatiion & Initial Zoning, Rezoning, Preliminary Subdivision <br />Plat and the Preliminary PUD Development Plan Request. Members of the public may <br />speak on any aspect of the applications included in the presentation. <br /> <br />Mayor Sisk stated the public may comment on Resolution Nos. 9, 10, 11, 12, Series <br />2010 and Ordinances 1568 and 1 ~569, Series 2010. He requested Staff presentations. <br /> <br />Principal Planner McCartney reviewed the changes and additional information since the <br />March 16, 2009 Council Meeting. ConocoPhillips met the Planning Commission's <br />conditions on the General Development Plan. Additional public land dedication: 12.6%; <br />COP will dedicate an additional 20 acres north of parcel for open space. Encumbrances <br />will be determined and new public land dedication will be shown on plat. Staff will <br />continue to work with the developer. The General Development Plan Modifications <br />include minor word modifications; adding "helipad" (Special Review Use); add general <br />note No.5, "Public land dedication of at least 12%" will comply with Section 16.16.050 B <br />of the Louisville Municipal Code. <br /> <br />Finance Director Watson reviewed the ConocoPhillips Fiscal Impact Study. The <br />overview of the Fiscal Impact Model was developed by Leland Consulting Group in <br />2005; was part of the 2005 Comprehensive Plan Update process and updated and <br />restructured by Staff as part of thl3 2008 Comprehensive Plan Update Process. The <br />model was developed to assess fiscal impacts of land use decision. The Fiscal Impact <br />Model measures and reports operating impacts and capital impacts differently. <br />Operating impacts are measured and reported at the end of a 20-year build out. Capital <br />impacts are measured and reported during the 20-year build out. ConocoPhillips chose <br />to change the Fiscal Impact Model to measure and report operating impacts during a <br />20-year build out (not including Phase III). Due to the size of the development and the <br />resulting distortions inherent within the model's formulas, Staff agreed to change the <br />methodology. ConocoPhillips submitted two fiscal impact analyses, one on November <br />12, 2009 and the second on February 1, 2010. Staff reviewed the first submittal and <br />
