Levihn stated that people need to know that Council is not opposed to developing downtown; <br />however, they want to do it properly and in the right order. Council wants what is best for downtown <br />but is not ready to make those decisions right now. <br /> <br />Howard stated it appears that many of the current merchants are reluctant to impose a tax upon <br />themselves, and they are adamantly opposed to parking meters. This places the City of Louisville <br />in a quandary. He did not feel public monies should be used to resolve a private parking issue. <br /> <br />Mayer agreed that the CDDSG could be used in the short term. He stated that there needs to be some <br />flexibility in a moratorium to allow for remodeling involving a modest amount of square footage. <br /> <br />Keany stated that it appears Council agrees on a policy that all downtown development will be <br />strictly enforced against the CDDSG until such time as a parking district is formed and the <br />Downtown Design Guidelines are passed. He feels a deadline should be included in the policy. <br /> <br />Davidson stated that he feels Council should not take any action tonight as it was not publicized that <br />there would be discussion/action. Downtown business and property owners have not had the <br />opportunity to express their views. He suggested that staff provide more information for Council at <br />the next meeting and that this be placed on the agenda for that meeting. He stated that it is the <br />opinion of the City Attorney that the CDDSG are in effect and apply. <br /> <br />OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF <br /> AGENDA <br /> <br />NONE <br /> <br />NONE <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />CITY ADMINISTRATOR'S REPORT <br /> <br />Bill Simmons, City Administrator, provided an update on the McCaslin Interchange. He reported <br />that the building permit for Sam's Club could be issued this week. Kohl's has submitted their civil <br />engineering plans for the overlot grading and those plans are currently under review. He reviewed <br />the agenda for the Tuesday, August 25, 1998, City Council Work Session. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Davidson invited Council to attend the Monday, August 31, 1998, Finance Committee Meeting to <br />provide their input on selecting the charitable contributions for 1999. <br /> <br />15 <br /> <br /> <br />
