In <br /> 1970, 23.3% of all occupied housing units in the City were renter occupied <br /> housing unite while the average for the State of Colorado was 32.8%. This dif- <br /> ference in percentage of renter occupied units would suggest that the City needs <br /> to encourage the development Omni rout ti-family lousing units so that there <br /> is a better mix of housing types. However, this proposed development would add <br /> 2.6 tires the number of existing renter occupied housing units in the City which <br /> is in far excess of the future demand for multi-falsity housing. <br /> The vacancy rate of housing units for rent or sale was 1.4%. Generally, a <br /> rate of five (S) percent is desirable so that there is adequate choice in <br /> n <br /> housing location and types. The addition of this subdivision to the service <br /> adjacent property for expansion present s system.proceeding and construction iins�dyitto of <br /> as soon as the City has these rights, weather permitting. Once the land is an- <br /> nexed, and the subdivision approved, the City has shown its intent to serve the <br /> area. However, there does not appear to be sufficient time for the construction <br /> of this additional treatment fonds `lion the land is developed. It would <br /> be more appropriate to await commpleticn of the expansion of the sewage treat- <br /> ment facilities and new l'ne constn ,ction before committing to provide service <br /> to new areas. <br /> The County Engineering Department had the foliating caenarlts concerning roads: <br /> 1. Via Apple is shown as a mslor arterial on the County Circulation Plan, and <br /> Lafayette Street as a collector. Both these roads should be designed to <br /> appropriate standards instead of the proposed sinuous alignmannt. <br /> 2. On the Circulation Plan, Via Appia is shown as on the western edge of <br /> Section 8, so as to serve development on the east in Section 7 as well <br /> as development on the west in Section A. Justification for the present <br /> alignment should be lade from an overall circulation point of view. <br />
