We agree this is sorely needed, <br /> however, the imposition of all the land use regulations coup l ed with fee <br /> after fee, plus the exorbitant cost of utility connections, is completely <br /> obliterating low and moderate cost housing from the market. <br /> Another provision is conflict between incompatible land usee. What one <br /> may consider incompetible land use may De a necessity In an are. This =mad <br /> be shopping, recreation, various types of residentiai property. Again, on <br /> what criteria is incompatibility determined? One oorr provision which borders <br /> on being ridiculous is that which fills in land between existing comeunitlas. <br /> There may be open space for recreational areas separating wasting structures <br /> from newly proposed developments. It is not always possible or wise to erect <br /> new structures to adjacent areas. This could be incompatible In the ryes of <br /> a lender and possibly acceptable to a land use committee. <br /> Land use policies, as proposed, would create a trauma not only for <br /> builders and developers but also other industries. The vagueness uncertainty► <br /> and scope of the provisions In these pot is ies ere such that any development <br /> could be rejected upon the whims of any body given jurisdiction over these <br /> policies. If any policies for land use were emoted regulations outlining <br /> In specific detail the requirements of the policies should be published and <br /> available to developers. They should be In a manner In which tend planners <br /> could determine that which would be In compliance with such and use policies <br /> as are in force. As proposed, no one could submit a proposed development with <br /> any knowledge of what provisions of the and use policies are acceptable or un- <br /> acceptable. <br /> it is our recommendation that any land use policies before being adopted <br /> should be discussed in detail with a committee from the Hama Builders Assoc- <br /> iation. Developers or builders are not opposed to lend use policies per se. <br /> We realize there Is a necessity for such policies, however, they should be <br /> realistic and understandable by everyone affected by the policies. As pram <br /> posed, this Is not the use. The policies as proposed would result in a mess <br /> of confusion and would be inevitably extinguish ell building and development. <br /> Before any and use policies are adopted, builders, planners, engineers <br /> and developers should be consulted. They have many years experience, know- <br /> ledge and expertise In the field and are In a position to submit Invaluable <br /> input for such policies.
