I felt it incumbent <br /> upon me to respond and express our reaction which law certain coincides <br /> with most every other builder and developer. <br /> As proposed, it is Inconceivable how any building or development <br /> could possibly take place If alt the requiramants of this legislation <br /> were enforced. The requirements, as stipulated in this article: are <br /> not land use but rather appear designed to completely stagnate any fur- <br /> ther development in Boulder County. Many of the Items mentioned are ex- <br /> tremely vague. There is no specific criteria to be followed by planners <br /> In the design of any development. A developer would be forced to expend <br /> a considerable sum in planning by experts only to have his plan rejected. <br /> The rejection would not necessarily need be based upon solid facts with <br /> .videnoe to support their validity. Planners under these policies 'would <br /> be working In a vacuum of environmental pandemonium subjected to the whims <br /> of the advocates of Z.P.G. <br /> I would like to cite a few specific examples. What is considered a• <br /> hazard or suspected hazard to life and property? The use of the word sus- <br /> pected Is indicative of uncertainty of this provision. What determination <br /> would be used in evaluating a suspected hazard? Another section which <br /> would be impossible for any developer to comply with fully is in regard <br /> to air, water, noise, pollution, congestion on highways, urban or rural <br /> decay, unemployment, inadequacy of low and moderate cost housing and de- <br /> pletion of wildlife. It Is a recognized fact that any development lrre- <br /> gardless of controls, whatever they may be, will of necessity create some <br /> additions! traffic on all roads. It is inconceivable to see how any new <br /> development could possibly cause urban or rural decay or unemployment. <br /> Rather than this, new development In general if property planned by the <br /> developer is an enhencement to the entire surrounding area and will create <br /> more employment. <br /> Mother provision regarding depletion of wildlife loaves us In a state <br /> of confusion. What is considered wildlife?
