Seconded by Councilman
King. Roll call vote - Domenico yes, Scholl yes,
Donovan yes, Jensen yes, King yea, Deborski yes.
Motion carried.
PENNER ESTIMATE City Administrator Wurl advised that the shop
SHOP BUILDING building footings and walls, and erection of
building had been completed.
Councilman King moved that Council authorize
payment to Penner Construction Co. in the amount
of $13,165.00 for the removal and erection of
the metal building on concrete footings. Seconded
by Councilman Deborski. Deborski yes, King yes,
Jensen yes, Donovan yes, Scholl yes, Domenico yes.
Motion carried.
COUNCIL COMMENTS Mayor Caranci inquired when the Steinbaugh lot
would be completed. City Administrator Wurl re-
Steinbaugh lot ported there has been a slight hold-up due to
two things. We are trying to get a free track
loader from the County and clean out the con-
crete dock.
Personnel Councilman Deborski inquired when a budget has
been approved does that give the City Administrator
and/or department heads the right to hire and
fire people without Council's concurrence. He
further stated it was of his opinion that once
Council approves a budget - the manpower budget.
Council still retains the right to agree to hire
additional personnel as the time deems it necessary.
He also felt that there was a lack of communica-
tions between the Department heads and/or City
Administator in letting Council know when per-
sonnel are hired or fired.
Councilman Donovan remarked that if the personnel
policy is adhered to as set by Council, there
should be no question.
Councilman Jensen commented he thought that when
new departments are formed and new department
heads hired Council should have concurrence.
However for routine employees, the City Administra-
tor should have full authority to handle the sit-
uation. The only exception is the Police Dept.
where our City Ordinance requires the appointment
of any officer requires the ratification of City
Council.
Page - 4 -
