Does Hobbs of lucky Mountain Consultants distributed a summery of <br /> the bid opening, a letter from the low bidder, Western Empire Con- <br /> structors, Inc. , and a summery as to what has happened up to date. <br /> He also reviewed with Council the different alternates on the tank and <br /> noted that the low bid from Wester Empire Constructors, Inc. was <br /> $492,691, per the engineers plans and specifications. <br /> Mc. Hobbs stated that since all bids exceeded the proposed budget and <br /> the engineers estimates, yocky Wfocntain Consultants has been mocking <br /> with Western Empire Constructors, Inc. , to ascertain from than what they <br /> mould build the prestressed alternate for if a different system and <br /> foundation was constructed. <br /> Basically what has been considered is; removing the caissons, over <br /> excavating under the tank 3 feet, backfilling with 2.5 foot of gr awl <br /> and .5 foot of sand and laying • post tension slab on that. Uoderdrain <br /> piping would be added to that system to keep the sub surface area free <br /> of water. <br /> He stated that from bid schedule #1, the staff looked at matins the <br /> excess excavation material on the site of the Lafayette land. <br /> The last change identified, is adding some post tensioning to allow <br /> for any differential settlement, raising the residual compression from <br /> 250 PSI to PSI PSI. This would be an addition to the cost. <br /> Mr. Hobbs stated that he has looked at several tanks that Western <br /> Empire Constructor, Inc. , has built in the Denver area. <br /> He stated that with the changes the bid Domes down to $4$1,191. to do <br /> the work that is called for ie the original contract documents de- <br /> ducting the westing materials and for the painting of the facility. <br /> Mr. Hobbs stated that they have considered the different alternates <br /> which would provide the best possible system for the City and his <br /> recommendation was that the bid in the amount of $421,575, from <br /> Western Empire Constructors, Inc., be approved, as it also stays <br /> within the city's budget. <br /> Councilman DelPisso stated that if this is an all concrete tank, it is <br /> very such different than whet was first decided upon. He felt the plans <br /> were altered drastically. <br /> Mr. Wurl stated that it was Councils wish to call for bids on all the <br /> different alternatives. <br />
