A <br /> • <br /> A State and Local Government Partnership Proposal <br /> This is a proposal for project under the Colorado State-Local Partnership <br /> in Nyasa Services. <br /> Pro�act Descrlgtion _ •ri <br /> The proposed project is to collect preplanning data and to develop a <br /> comprehensive plan which can be implemented countywide to integrate the <br /> delivery of human services, involving all of the major service providers. <br /> The initial efforts at human service integration planning occurred in <br /> Boulder County in 1974 at the time that the first partnership grant was funded <br /> and the State Human Services Cabinet Council established. Those initial cffnr1 , <br /> failed because of a lack of ongoing interest and sense of direction on ten p .st <br /> of some local agencies. A. second planning effort was begun in July, 1977 with <br /> the encouragement of the Region VIII HEW Intergovernmental Affairs Officer and <br /> the staff of the State Office of Human Resources. A group of agency directors <br /> has been meeting regularly for the past eight months. They are the directors <br /> of County Departments of Social Services, Human Resources, Probation, Sheriff, <br /> County Clerk, City of Boulder Human Resources, Mental Health Center. and a <br /> representative of Boulder County United Way. The goal of this group has been <br /> "to explore the feasibility and the'value of developing an integrated, effective <br /> and efficient human services planning and delivery system to benefit clients <br /> arid, indirectly, to benefit service providers." <br /> In addition to the biweekly meetings, one full-day workshop was held with <br /> two consultants to provide information regarding integration efforts of other <br /> communities arount the country and social planning concepts. The City's Human <br /> Resources Director then made an onsite visit of one of those projects. <br /> The County Department of Social Services and Boulder County United Way have <br /> provided staff time to study and to report on the interagency cooperative planning <br /> and information-sharing r+hich are currently in place in Boulder County. Exemplary <br /> of our interagency planning is the application Which was submitted for Boulder <br /> County's designation as a demonstration area for the Community Care Organization. <br /> The next phase of this endeavor is to identify the major decision makers <br /> in the human service planning and delivery system, including elected officials <br /> and representatives from various levels of government. and to call them together <br /> to present the rationale for a better integrated system. At this tweeting it will <br /> be suggested that a Human Services Planning Alliance be organized, made up of <br /> these decision makers and others whom they might suggest. Members will be asked <br /> to commit a limited amount of staff time to collect data which will describe the <br /> "human services industry" in Boulder County. Included well be the dollar amount <br /> involved in human service delivery, nueaber of jobs created, program size, client <br /> load, and function of the various providers including such areas as health, <br /> housing, transportation, and recreation as well as the more traditional social <br /> services. <br /> After this preplanning information is documented, it will be suggested <br /> that the Human Services Planning Alliance contribute the time of their planners <br />
