This <br /> proposal is to request s full-time staff person to provide this tocheical <br /> assistance in a joint state and local. partnership to demonstrate the feasibility <br /> of establishing such a system. <br /> - " <br /> The time frame for this project is one year. The first six months will <br /> produce a preplanning document of information describing the human services needs <br /> and the resources and processes which currently address those 'maids. The second <br /> six month period will produce a plan fora better coordinated or integrated human <br /> services deliver system,, addressing such components as a more efficient intake <br /> process, single purpose application process, improved referral and follow-up, <br /> management information system, and others that are deemed necessary and feasible <br /> to the planners and the Human Services Council, <br /> Description of GeogLruhic Area and Local Inter-Government Al +Averatton <br /> The geographic area to be included in this partnership project is Boulder <br /> County with all its political jurisdiction and agencies. Boulder County, Colorado, <br /> is on* of the major counties in the Denver Standard Metropolitan Statistical Area. <br /> Its current population is reliably estimated at about 181,000, and was officially <br /> determined at 131,899 by the 1970 Census. Most areas of the County are within <br /> an hour's commuting distance from Denver. The topography of the County is varied, <br /> with agricultural open country in the eastern half, and mountainous terrain along <br /> the western half of the County. <br /> The major political units and their projected population, to date, are as <br /> follows: <br /> Unit Type Size <br /> Boulder County County government 181,000 <br /> Boulder City government 80,000 <br /> Broomfield City goverment 18,000 <br /> Erie Town government 500 <br /> Lafayette City government 6,600 <br /> Longmont City government 35,000 <br /> Louisville City government 5,000 <br /> Lyons Village government 1,000 <br /> Nederland Town government 540 <br /> Superior Town government 250 <br /> Ward Town government 101 <br /> The hoped for results of the project, to be developed during the six month <br /> planning stage, are the various inter-governmental and irtcr-.agency agreements <br /> necessary to promote service integration. At the outset, with the leadership <br /> of the Boulder County Board of County Commissioners, the support of n1L city and <br /> town councils will be sought through their representatives on the Consortium of <br /> Cities. The various jurisdictions on the Consortium of Cities are presently <br /> engaged in a study of inter-governmental coordination and have been consistent <br /> in their affirmation that only through this cooperation can all governments <br /> further develop to serve the electorate. <br />
